SUMMARY

OF NOVEMBER 28, 2017, TELECONFERENCE WITH EXELON GENERATION COMPANY, LLC ON PLANNED SUBMITTAL OF LICENSE AMENDMENT REQUEST CONCERNING REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL (EPID L-2017-LRM-0062)

On November 6, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the teleconference was for Exelon to discuss a license amendment request it plans to submit to the NRC that would replace existing technical specification requirements related to "operations with a potential for draining the reactor vessel" with new requirements on reactor pressure vessel water inventory control for Nine Mile Point Nuclear Station, Unit 1 (Nine Mile Point 1 ). The proposed changes are based on Technical Specifications Task Force Traveler TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control." Exelon plans to submit the license amendment request in December 20171*

The meeting notice and agenda, dated November 14, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17318A161. A list of attendees is enclosed.

The licensee presented information (ADAMS Accession No. ML17325A277) on the planned license amendment request. Specifically, Exelon provided a comprehensive description of the variations from TSTF-542 to account for the Nine Mile Point 1 design and custom technical specifications.

During the teleconference, the NRC staff asked the licensee questions concerning the following:

The number of core spray trains; Whether the Nine Mile Point 1 "major maintenance condition" is similar to "no mode";

The extent of the explanations for several variations from TSTF-542, Revision 2; and Whether the core range is the same as the fuel zone on a figure depicting reactor vessel instrumentation.

The NRC staff suggested that Exelon explicitly identify and explain all the variations from TSTF-542, Revision 2, in its planned license amendment request.

No regulatory decisions were made during the teleconference, and no public feedback meeting forms were received.
