This refers to the inspection

conducted

by H. D. Hunt of this office on

October 25-29,

1993.

The inspection

included

a review of activities autho-

rized for your Turkey Point facility.

At the conclusion of the inspection,

the findings were discussed

with those

members of your staff identified in the

report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

inter views with personnel,

and observation of

activities in progress.

There is an industry concern regarding the operation of electric brake

equipped

motor operated

valves at degraded

voltages.

Through discussions

with

your staff the inspectors

were informed that

18 motor operated

valves in-

stalled at the Turkey Point Plant were equipped with electrical

brake

assem-

blies.

Your staff has taken certain actions to evaluate the operation of some

of these

motor operated

valves.

However, the brake assembly manufacturer

had

not been contacted

at the time of the inspection to obtain minimum operating

voltages.

It appeared

that certain of the Unit 3 motor operated

valves might

be susceptible

to operational

deficiencies

at reduced voltages.

The inspec-

tors were informed that the manufacturer

was to be contacted

and the minimum

operating voltage requirements

requested.

We request that after you have

obtained the required information and performed the necessary

evaluations,

you advise the

NRC within 30 days

as to actions

you will take, if necessary,

to insure proper operation of the motor operated

valves equipped with the

brake assemblies.

Within the scope of the inspection, violations or deviations

were not identi-

fiedd
