Dear Dr. Murley:
The purpose of this letter is to respond to a letter dated July 25, 1990 written by Mr. T.
M. Colburn of your staff on the subject of molded-case circuit breakers.
In that letter, Mr. Colburn stated that, based upon review of our submittals AEP:NRC:1083A and AEP:NRC:1083B, dated May 16, 1989 and July 27, 1989, respectively, the "staff understands that all actions are to have been completed by this time."
In order to avoid any misunderstanding in this matter, we must note that in our letter AEP:NRC:1083A, we identified 100 installed circuit breakers whose traceability to the manufacturer had not been established.
We committed to replace at least one-half of these prior to the startup from the 1989 Unit 1 refueling outage, which was in progress at the time of that submittal, and to replace any remaining untraceable Unit 1 circuit breakers before startup from the 1990 Unit 1 refueling outage,.which is scheduled to begin in October of this year.
In addition, we noted in our letter AEP:NRC:1083B that there were 36 molded-case circuit breakers installed in Unit 2 that could not be traced to the circuit breaker manufacturer.
As stated in that
- letter, we elected to replace 32 Westinghouse circuit breakers prior to the Unit 2 1990 refueling outage and committed to replace the remaining four General Electric circuit breakers "before startup from the 1990 refueling outage."
Following this
- schedule, we have replaced all 36 circuit breakers.

Murley AEP:NRC:1083F Our replacement schedule for these circuit breakers is consistent with the requirements of IE Bulletin 88-10 and the commitments we have made in our,responses to the Bulletin since we intend to have all untraceable breakers replaced before startup from each unit's 1990 refueling outage.
This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
