Dear Mr. Tillinghast:

By letters dated March 21, 1977 and September 30, 1977, you provided a detailed evaluation of the potential consequences of a postulated fuel handling accident inside containment for the Donald C.

Cook Nuclear Plant.

We have reviewed your analysis and have determined that the assumptions used for the analysis are comparable with the guidance of Regulatory Guide 1.25 and justified by the quality of the equipment on which you rely.

For us go conclude that the potential consequences of this postulated accident are appropriately within the guidelines of 10 CFR Part 100 (i.e., less than 100 rem 'Qyroid), we must use your'assumption that the time to close the valves to isolate the containment is less than five seconds.

This assumption is not based on limits in the Donald C.

Cook.Unit 1 Technical Specifications.

By your letter dated February 3. 1978, you proposed containment isolation valve closure times of five seconds for incorporation into the Donald C.

Cook Unit 2 Technical Specifications.

We request that you p'ropose a Technical Speci-fication, within 60 days of the date of this letter, incorporating this limit into the Unit 1 Technical Specifications.
