PROPOSED CHANGE TO PALO VERDE NUCLEAR GENERATING STATION QUALITY ASSURANCE PROGRAH DESCRIPTION We have completed a preliminary review of your proposed change to the Palo Verde Nuclear Generating Station Quality Assurance Program Description which you submitted in accordance with 10 CFR 50.54(a) by your letter, 102-03318-WLS/AKK/RJR, dated April 10, 1995.
The submittal proposed a reduction to your commitments for the review of quality related work authorizing documents to determine the need for independent inspections.
The requested change would allow selected review of work authorizing documents by the Nuclear Assurance Organization, based on a graded
- approach, to ensure that independent inspection points had been properly identified.
This would be in place of the Nuclear Assurance Organization reviewing all quality-related work authorizing documents to determine the need for independent inspections.
Your proposed quality assurance program change involves the application of graded quality assurance to your independent inspection process.
Based on a
separate request from you, a meeting between members of your staff and members of the NRC staff has been scheduled for Hay 23, 1995, to discuss the application of graded quality assurance at Palo Verde Nuclear Generating Station.
The quality assurance program change request that you submitted will be reviewed in context with your intended graded quality assurance approach discussed during the meeting.
We will inform you of the results of our review upon completion.
