Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Proposed Revision to the Emergency Action Levels File: 93-002-493 93-056-026 Arizona Public Service Company (APS) proposes a revision to the Emergency Action Levels described in Emergency Plan Implementing Procedure, EPIP-02, in accordance with 10 CFR 50.4. This revision incorporates the general guidelines for Emergency Action Levels set forth in NUMARC/NESP-007. APS requests that the NRC review and approve this revision prior to implementation.

Pending your review and approval, APS willsubmit the revised Emergency Plan in accordance with 10 CFR 50.54 (q).

APS has determined that this revision of the Emergency Plan will continue to provide reasonable assurance that the health and safety of the public will be adequately protected.

APS discussed the proposed revision with the Region V, Branch Chief of Safeguards and Emergency Preparedness on June 25, 1993.

APS has received formal agreement from the state and county agencies (see Enclosure 1).

The proposed revision to EPIP-02 is provided in Enclosure 2 to this letter. The technical bases for the proposed revision are provided in Enclosure 3. The procedures used by plant personnel to assist in determining the Emergency Action Levels are provided in.
