SUBJECT:
SUNlARY OF MEETING. REGARDING INDEPENDENT DESIGN VERIFICATION PROGRNl A meeting was held on May 4, 1982, in Bethesda, Maryland, at the applicant's request to discuss its proposed program for independent design verification of the Palo Verde plant.
The meeting attendees are listed in the Enclosure.
The meeting is summarized as follows:
~Summa r The applicant informed us that APS has made a corporate decision to obtain a consultant to perform an independent design verification of the Palo Verde plant.
For this purpose; it will retain Torrey Pines Technology, the consultant which recently performed a similar function for the San Onofre pl ant.
APS plannedto issue a letter of intent to Torrey Pines the following week (05/10/82) to propose a verification program which will include an'evaluation of APS's management organization, quality assurance policies and activities; and verification of selected (by the consultant) areas of design and construction.
APS expects that the Torrey Pines proposal will be ready in June.
Sincee we have arranged to meet with APS management in Bethesda on June 29, 1982; to discuss its gA program, APS plans to bring both Torrey Pines and its proposal to the

At that time, APS will welcome any comments we may have on the scope of the proposal.
