Letter from R. L. Tedesco to E.

E. Van Brunt, Jr. dated June 17, 1981, subject; Request for additional informa-tion regarding Electrical Power Systems

Dear Mr. Tedesco:

In an April 14th telecon with a representative of your Power Systems branch, your staff requested information regarding the maintenance and testing to be performed on the breakers associated with the 525 KV switchyard at Palo Verde.

The ski'tchyardwill be maintained by the Salt River Project, one of the parti-cipants in PVNGS.

Attached is an outline of the anticipated maintenance and testing to be performed on the breakers.

This program is subject to modifica-tion depending on revised or unique manufacturers guidance and/or results of the maintenance program indicating areas of concern to be monitored.

This information will be"included in a future FSAR amendment as a clarifica-tion of our response to Question 8A.5 in the PVNGS FSAR.

If you have any questions regarding these matters, please contact me.

Attachment to ANPP-WFQ/KVG The following tests are performed as a normal installation procedure for the PVNGS Switchyard breakers:

1.

Power Factor Doble test on live part insulation, capacitors and Current Transformers.

2.

Micro ohm contacts.

3.

Moisture test of gas or air 4

~

Timing verification of the'reakei'or:

a.

Simultaneous making and breaking of'the'.contacts between the three poles.

b.

Correct contact parting time c.

Correct contact movement distance 5.

Verify capacitance:value on voltage grading capacitors.

6.

Calibrate and set any adjustable devices such as pressure

switches, timers, thermostats, etc.

as required by the particular type and manufacture of breaker.

7.

Perform any, additional tests that axe unique to a type of breaker identified in the manufacturers'nstruction book.

The following maintenance will be performed as normal procedure for the PVNGS Switchyaxd breakers:

1.

Monthly Check Read and record high and low SF gas pressure and air pressure.

Read and record compressor hour meters.

Drain condensate from air tank.

Any abnormalities identified during the monthly check or any alarms received for a breaker will result in a maintenance cxew"being dis-patched to the site to correct the specific problem.

Page 2

Attachment to ANPP-WFQ/IQ<G 2.

Yearly Minor Maintance (closed",head)

Check high and low gas system for leaks.

Check for proper gas pressure in the high and low pressure systems and proper volume of gas contained in the breaker.

Change oil in the gas and air compressors.

Check and calibrate pressure

switches, gauges and.compressor governors.

Check compressor belt tension and alignment.

Check high pressure gas dryer and low pressure gas filter.

Replace air compressor intake filter.

Repack suction valves and unloader.

Test gas for moisture content'.

Check heaters and heater thermostats.-

Inspect shock absorbers for leaks.

Doble breaker live parts and micro ohm breaker contacts.

The above represents a list of routine maintance items.

In addition, any checks recommended by the'anufacturer'hat are unique to the'ype of breaker being maintained will be performed per the breaker instruction book.

Any worn or defective part identified during the maintance willbe'epaired'r replaced.

The breaker will be brought up to factory performance specifications before 'being returned 'to service.

3.

Five Year Major Maintance (open head)

In addition to the one year maintance described

above, the following will be done:

Change "0" 'ring pressure, seals.

Visual inspection of, the main contacts.

Check contact wear and alignment.

Check head resistors and capacitors.

The above represents Salt River Project's plan for breaker maintance at Palo Verde.'he number of breaker operations, operating experience and different'ypes and brands of breakers that might be installed in the future could re-sult in changes in maintenance"requirements.
