NRC EXAMINATIONREPORT NOS. 50-335/98-302 AND 50-389/98-302

Dear Mr. Plunkett:

On November 30 - December 4 and December 14-18, 1998, the NRC administered

examinations to employees of your company who had applied for licenses to operate the

St. Lucie Nuclear Plant Units, 1 & 2. At the conclusion of the examination, the examiners

discussed the examination questions and preliminary findings with those members of your staff

identified in the enclosed report.

The preliminary findings of the NRC's conduct of the examination are contained in Enclosure 1.

A Simulation Facility Report is included in this report as Enclosure 2. Enclosure 3 is the Facility

Post-Examination Comments.

Enclosure 4 is the NRC Resolution of post-examination

comments.

A copy of the written examination questions and answer key, as noted in

Enclosure 5, was provided to the members of your training staff at the conclusion of the

examination.

Of the nine'senior reactor operator (SRO) and reactor operator (RO) applicants who received

written examinations and operating tests two candidates passed (seven failed) the examination,

representing a 22 percent pass rate.

Five of the nine candidates were identified as having

some performance weaknesses

in the Administrative Topic or systems areas.

The individual

examination reports should be reviewed to determine, if adjustments to the training program, as

well as individual remediation, are necessary.

Due to the number of examination performance

deficiencies found we request that you meet with us to discuss these deficiencies, the root

causes and the actions you plan to take in response.

This meeting has been scheduled for

February 26, 1999, at 10.00 a.m. in the Region II office.

During the February 26, 1999 meeting we request that you also discuss the

applicants'erformance

during the training program as compared to the results found on the NRC

administered examination.

In addition, we ask that you discuss how the performance problems

noted in this report compare to those noted with regard to operator performance in NRC

Inspection Report 50-335/97-13 and 50-389/97-13, issued on December 18, 1997.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this lettei and its

enclosures willbe placed in the NRC Public Document Room.
