The Nuclear Regulatory Commission (the Commission) having found that:

A.

The application for amendment filed by Florida Power and Light Company, on behalf of itself and the other applicant, Orlando Utilities Commission of the City of Orlando, by letter dated June 14, 1982, to add Florida tfunicipal Power Agency as an applicant for the St. Lucie Plant, Unit 2, complies with the standards and requirements of the Atomic Energy Act of 1954, as

amended, and the Commission's regulations set forth in 10 CFR Chapter I:

B.

The issuance of this amendment wi 11 not be inimical to the common defense and security or to the health and safety of the public; and C.

Issuance of this amendment will not result in any environmental impacts not previously considered.

2.

Accordingly, Construction Permit t~o.

CPPR-144 is amended to reflect a change in ownership of, the facility as follows:

All references to applicants shall include Florida Municipal Power Agency.

3.

This amendment is effective as of the date of issuance.
