St. Lucie Unit 1 Docket No. 50-335 Proposed Revision to Environmental Technical S ecifications ETS On April 12, 1979 (L-79-88) and September 10, 1979 (L-79-248), Florida Power 8 Light Company (FPL) requested certain deletions to the St. Lucie Unit 1
ETS (Appendix B to Fac'ility Operating License DPR-67) on the basis 'of.ALAB-'515 (Yellow Creek).
Since the submittal of our requests, certain revisions to the National Pollutant Discharge Elimination System (NPDES) permit for St.
Lucie Unit 1 (NPDES Permit No.
FL0002208) were issued by the Environmental Protection Agency (EPA) on January 18, 1980.
As a result of these revisions, the St. Lucie Unit 1 ETS and the St. Lucie Unit 1 NPDES permit now conflict with respect to certain requirements (e.g.
condenser hT).
Therefore, we request that you.expedite review and approval of the proposed ETS revisions.
It is noted that the NRC, in its letter of December 4, 1979 to EPA's Region IV, commenting on the proposed NPDES permit changes, stated that "We plan to
'ely on the NPDES permit conditions as our review indicates that the conditions proposed to be deleted from the ETS are adequately covered by the permit."
When the requested ETS deletions are approved, item 2.E(3) of Facility Operating Li.cense DPR-67-should also be deleted since this item pertains to chlorine monitoring and usage.
In addition, that part of item 2.E(2) of DPR-67 pertain-ing to "monitoring for fish impinged on travelling screens" should be deleted since ETS Section 4.2, "Impingement of Aquatic Organisms",
was deleted by Amendment No.
29 to DPR-67, issued by the NRC on January 24, 1979.
