i4INUTES OF CRGR'EETING 0 50 I have the following additional comments in connection with the captioned minutes:
1.
The minutes should note that although there has historically been some confusion and conflict in staff use of the key terms, t/r'. Olmstead made clear that more formal (authoritative) expressions by the Agency are not in conflict with the statements contained in the pro-posed letter to ter. Ellis.
2.
The statements in recommendation 1, first paragraph, tend to emphasize the problems CRGR had with the specific generic letter proposed.
I would emphasize the more positive tone of the second paragraph which urges consultation among cognizant offices to develop this matter further, taking into consideration CRGR's comments..
This could, of course, include a revised generic letter, as well as other recommended actions.
