The meeting convened
at 10:30
a.m.'r.
Faulkenberry
opened
the meeting
by noting that it provided
an
opportunity for an
open discussion of the NRC's Systematic
Assessment
of
Licensee
Performance
(SALP) for Diablo Canyon.
He encouraged
feedback
from the licensee
attendees if they had
any comments
or differences of
opinion regarding
the conclusions
documented
in the
SALP report.

Mr. Shiffer responded
that
he
and other members of the
PGKE staff
welcomed the opportunity to discuss
the report.
He stated that they were
pleased with the results of the assessment
but would discuss
ongoing
,initiatives to provide for continued
improvement in performance.
Hr. Richards
stated that the overall performance
level during the
period
was superior.
He noted that the NRC's assessment
of the
licensee's
performance
recommended
continued attention to certain issues,
including guality Assurance
audits
and certain aspects
of the security
program,
as described
in the
SALP report.
Hr. Johnson
then
summarized
the
HRC SALP Board's
assessment
and
recommen-
dations in the following functional areas,
as described
in the Initial
SALP Report.
Licensee representatives
provided the following comments
after the discussion
of each of the functional areas:

Mr. Rueger
agreed with the evaluation
and noted that efforts for
improvement
were continuing.
Nr. Hiklush summarized
the areas
where
specific improvements
had
been
made during the assessment
period.
Nr. Townsend cited the
improvement in decision-making
by on-shift
Operations staff personnel
as
an area
where significant improvement
had
been
observed.
Maintenance

Hr. Shiffer responded
that progress
in this area
had
been
made
as
a
result of effectively resolving the problems
noted in previous
assessments.
Mr. Rueger indicated that direct actions
had
been
taken to increase
engineering
involvement in problem identification
and resolution.
Hr. Giffin cited the maintenance
supervisor
.
training program
as
a contributor to improved performance of the
maintenance
organization.
Hr. Faulkenberry
inquired regarding
any other factors which had
been important to the licensee's
improved performance
in this area.
Mr. Giffin responded
that there
was
a questioning attitude within
the department,
and that people did not feel reluctant to ask
questions
or obtain help from others.
Mr. Rueger
responded
that
a
systems
approach
was used,
wherein questions
were asked
and resolved
before work was performed.

Hr. Rueger stated that
he was pleased with the assessment
and the
improvement noted in this area.
Hr. Fujimoto attributed the
improvements to more proactive involvement of the engineering staff,
and
improved communications within the organization.
Nr. Shiffer
noted
a change
in the Engineering
and Technical
Support
Groups'ttitude
in their recognizing the need to achieve
improvement within
this group.
Hr. Richards
observed that the
NRC would be following
the licensee's
ownership of programs
involved in this functional
area.
He also noted that the licensee
should
be vigilant to reduce

the
NRC SALP Board's
assessment
and recommen-
dations in the following functional areas,
as described
in the Initial
SALP Report.
Licensee representatives

after the discussion

Mr. Rueger
noted that
a great
amount -of emphasis
had
been
placed
on
this area to lead the industry,
and noted that there would be
continuing emphasis
on improvement.
Hr. Townsend discussed
the
ALARA scheduling
method that was utilized to schedule activities
within containment during outages.
Hr. Giffin stated that
scheduling
was
a group effort to reduce
dose,
and
was considered
a
safety issue.

Hr. Shiffer identified the key to success
in this area to be
a good
working relationship with county and local organizations,
along with
proper facilities.
Hr. Powers
summarized efforts
made to consoli-
date the corporate
and onsite
EP staffs
and to utilize the simulator
as
an effective tool for management
training.
Mr. Faulkenberry
encouraged
continued utilization of the simulator in this manner.

excellence
in this area.
Hr. Powers stated that
PG&E has the
ability and desire to improve performance
in this functional area.
He then
made
a presentation
summarizing
program strengths,
areas for
improvement,
and other considerations
related to the Security
program

Mr. Powers
expressed
a need for more dialogue to clarify the NRC's
expectations
in the Security area.
Hr. Scarano
offered to meet with
the licensee to provide this dialogue.
Hr. Shiffer encouraged
this
interaction.

Hr. quay commented
on the licensee's
aggressive
performance with regard
to licensing issues,
specifically including the long-term seismic
program.
He also complimented the licensee for their effective use of
(PRA) techniques
in support of licensing
efforts.
Hr. Shiffer stated that these
were areas
which the licensee
took very seriously.
Hr. Faulkenberry
commended
the licensee for having
been
placed
on the
NRC's good performer list.
He also recognized
the licensee's
commendable
performance
during the
SALP period, indicating that hard work would be
needed to maintain the level of performance
achieved
and to guard against
complacency.
