- 9168 CONDITIONS FOR THE 8-120B CASK Virginia Electric and Power Company (Dominion) is submitting this report pursuant to 10 CER 71.95(a)(3) regarding instances in which the conditions of approval in the Certificate of Compliance (CoC) #9168 for the EnergySolutions 8-120B cask were not observed when making shipments from North Anna Power Station (NAPS) and Surry Power Station (SPS).
This report is based on a 10 CFR 71.95 report notification to 8-120B cask users by the certificate holder, EnergySolutions, which Dominion received on July 21, 2015. This notification triggered the 60-day reporting requirement which is addressed by this submittal.
EnergySolutions originally reported the details of the potential failure to meet all requirements of CoC #9168, including corrective actions being taken by EnergySolutions, to the NRC by Letter CDI5-0149, dated June 24, 2015, from Daniel B. Shrum (EnergySolutions) to Mark Lombard (NRC),

The enclosed notification is applicable to the past use of the 8-120B cask by Dominion facilities NAPS and SPS, Dominion records indicate that NAPS made a total of three shipments and SPS made a total of four shipments using the 8-1 20B cask. Details of these shipments are included in the attachment.
In their June 24, 2015 letter to the NRC, EnergySolutions stated there were no safety consequences from performing vent pre-shipment leak tests that may not have provided the required test sensitivity. Additionally, there will be no further tests made using the suspect gaskets since EnergySolutions has replaced all of the suspect gaskets with a modified version that does not have the potential to reduce the test sensitivity.
