ACE letter dated March 31, 2014 to NRC Chairman Macfarlane Attachments: md08-011.pdf Mr. and Mrs. Shank, I am the NRCs Project Manager for Limerick Units 1 and 2 at the NRC headquarters office in Rockville, Maryland.

As requested in your March 31, 2014, letter to NRC Chairman Macfarlane, the NRC has made your letter, and its attachments, publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS). The document is available at ADAMS Accession No. ML14100A177, which can be accessed at the following web link:

http://pbadupws.nrc.gov/docs/ML1410/ML14100A177.pdf Since your letter makes a number of assertions of NRC staff wrongdoing, the NRC staff has forwarded the letter to the Office of the Inspector General (OIG) at the NRC. Further information regarding the OIG is available at the following link:

http://www.nrc.gov/insp-gen.html Title 10 of the Code of Federal Regulations (10 CFR), Section 2.206, describes the petition process - the primary mechanism for the public to request enforcement action by the NRC in a public process. This process permits anyone to petition the NRC to take enforcement-type action related to NRC licensees or licensed activities. Depending on the results of its evaluation, NRC could modify, suspend or revoke an NRC-issued license or take any other appropriate enforcement action to resolve a problem. The NRC staffs guidance for the disposition of 2.206 petition requests is in Management Directive 8.11(copy attached).

Additional information regarding the 10 CFR 2.206 process is available at the following link:

http://www.nrc.gov/about-nrc/regulatory/enforcement/petition.html#submit2206 Although your letter did not specifically cite the 10 CFR 2.206 process, it did request enforcement action regarding Limerick Units 1 and 2. As such, please let me know if you want your letter processed pursuant to 10 CFR 2.206. I would appreciate a response by May 1, 2014.

Thanks, Rick Ennis Project Manager for Limerick and Peach Bottom 301-415-1420
