Dear Mr. Knighton:
At the request of the City Council of the City of San Clemente, California, I am writing to acquaint you with an issue of major concern to our community.
Over the last 13 months, a group known as the "Airport Site Coalition" has been working under the auspices of the Orange County Board of Supervisors to nominate a potential site(s) for a major airport to service future Orange County air traffic. The group has been reviewing potential sites, technical data, and receiving input from an "Airport Site Consensus Team;"
aiming toward making a recommendation to the Board of Supervisors in January, 1990.
The Airport Site Coalition initially looked at 18 potential sites. Late Jast year several new sites were added to the study list, bringing the total to 24 potential sites. As of this date, 12 potential sites remain under consideration. Three of those sites, Cristianitos Canyon, Portrero Los Pinos, and South Camp Pendleton, have been opposed by the San Clemente City Council and others due to their negative environmental impacts, interference with military operations and proximity to the San Onofre Nuclear Generating Station. As participants in the Airport Site Consensus Team, the City Council appointees and residents of the City of San Clemente have consistently endeavored to have these sites removed from the study process due to the above concerns.
Along with this letter, I am forwarding you a complete set of background/technical materials which have been generated by the Airport Site Coalition to date. It is our hope that you will have your staff thoroughly review these materials and provide the City of San Clemente and the Airport Site Coalition with your thoughts regarding the adequacy of the technical data, as well as your concerns and/or siting regulations regarding these three potential airport sites as they relate to your agency.

Mr. George Knighton Nuclear Regulatory Commission July 10, 1989 Page 2 In addition to reviewing and responding to the attached materials, I would also encourage you to assign a member of your area staff to participate in the Airport Site Consensus Team. This group meets on a monthly basis to make critical decisions regarding the future siting of Orange County airports. The next meeting is scheduled.for Saturday, July 22, 1989, at the Fluor Daniel Building in Irvine. I will be happy to provide you with additional information regarding that meeting at your request, or you may receive materials directly by calling Mr. Al Bell, of the Airport Site Consensus Team, at (714) 851-9444.
Mr. Knighton, thank you for the opportunity to share our concerns with you. I hope that you will join us in our efforts to assure the removal of South Orange County sites, for their considerable additional impacts to our area, from consideration for future airport operations.
