Dear Ms. Atkins:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter of May 15, 2013, in which you expressed concerns regarding the proposed restart of San Onofre Nuclear Generating Station (SONGS), Unit 2. In addition, you referenced Southern California Edisons April 5, 2013, license amendment request and requested that the NRC not consider whether to grant a no significant hazard request until after a comprehensive hearing takes place. Lastly, you referenced Senator Barbara Boxer and Congressman Edward Markeys April 9, 2013, letter stating that the NRC must complete its expansive investigation and safety review before making any preliminary or final decisions regarding a license amendment that could enable the restart of SONGS.

On June 7, 2013, Southern California Edison announced its closure of SONGS and, in a letter to the NRC dated June 12, 2013, certified permanent cessation of power operations. NRC inspection oversight for SONGS will continue until completion of decommissioning.

Decommissioning is a process, outlined in NRC regulations and guidance, for safely removing a facility from service and reducing residual radioactivity to a level that permits restricted or unrestricted use of the property and termination of the NRC license. Throughout this process, the NRC will hold public meetings and post information on the website to keep the public informed.

On behalf of the NRC, I want to thank you for your continued involvement in matters related to nuclear safety. You and your constituents' interest and feedback help us to fulfill our public health and safety mission in an open and transparent manner.
