Office of Administration, Mail Stop: TWB-05-BO1M, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001 RE: Docket ID NRC-2013-0070
Dear Ms. Bladey:
Over the past few years, I have attended nearly every public meeting the NRC has conducted on SONGS. Recently I have seen a small number of anti-nuclear activists use a campaign of falsehoods to influence what has traditionally been a process based on sound science and engineering and replace it with the politics of fear. Let's be clear, many of the anti-nuclear activists supported by well-funded special interest groups have no interest in letting the NRC conduct a review using a fair process. Their only objective is the permanent shutdown of SONGS, irrespective of any facts that SONGS can be operated safely.
That's why I am writing to urge the NRC to approve Southern California Edison's License Amendment Request to operate Unit 2 at the San Onofre Nuclear Generation Station at 70%. I represent the six hundred brothers and sisters of the Utility Workers Utility of America Local 246. Our members have operated and maintained the nuclear reactors at SONGS since the 1960's when Unit 1 began operation. I have worked at SONGS for over thirty years; twenty five of those as a licensed reactor operator at Units 2 and 3.
As a leader of my union, I have had my share of differences with Edison. However, I can attest to their commitment to safety. Over the years we have worked together to improve the safety culture at the station and that work continues notwithstanding any differences we may have with Edison. In addition, our members take our commitment to protect the health and safety of the public extremely seriously and we would not condone the unsafe operation of SONGS. I have carefully reviewed Edison's plans and believe they have chosen a careful path to the safe restart of San Onofre.

I urge you to follow the NRC's long established process. You are the nuclear experts, not these emotional activists. We urge the NRC to make a decision based on science and engineering, not politics.
Sincerely, Daniel Dominguez Business Manager UWUA, Local 246 2
