Davis-Besse Nuclear Power Station Docket No. 50-346, License No. NPF-3 Supplement to Request for Approval of the Davis-Besse Nuclear Power Station Cyber Security Plan (TAC No. ME4341)

By letter dated July 16, 2010, in accordance with the provisions of 10 CFR 50.4 and 10 CFR 50.90, the FirstEnergy Nuclear Operating Company (FENOC) submitted a request for an amendment to the Facility Operating License (FOL) for the Davis-Besse Nuclear Power Station (DBNPS) relative to incorporation of a cyber security plan. The amendment request included the proposed cyber security plan, proposed changes to Section 2.D of the FOL, and a proposed cyber security plan implementation schedule.

By letter dated September 28, 2010, FENOC stated that a comprehensive identification of plant structures, systems, and components (SSCs) subject to the requirements of 10 CFR 73.54 will be developed during the implementation of the cyber security program. This includes the balance of plant SSCs considered important to safety, and thus, within the scope of 10 CFR 73.54. This information was provided at the request of the North American Electric Reliability Corporation (NERC) to clarify the systems that would be subject to 10 CFR 73.54. FENOC also committed to amend Section 2.1, "Scope and Purpose," of the DBNPS Cyber Security Plan to clarify the balance of plant SSCs that will be included in the scope of the cyber security program. The revised DBNPS Cyber Security Plan is enclosed. The revision to the cyber security plan is limited to Section 2.1.

Enclosure to this letter contains security related information.

Upon removal of Enclosure, this letter is uncontrolled.

SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390 Davis-Besse Nuclear Power Station L-1 0-308 Page 2 FENOC hereby submits the enclosed DBNPS Cyber Security Plan to replace the cyber security plan provided via letter dated July 16, 2010.

FENOC requests that the Enclosure, which contains security-related information, be withheld from public disclosure in accordance with 10 CFR 2.390.
