Dear Mr. OConnor:
This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) to determine if a contract non-destructive examination (NDE) inspector at the Monticello Nuclear Plant willfully failed to follow temperature requirements for NDE inspections of dry fuel storage canisters. Based on the evidence developed during the investigation, we did not substantiate the allegation. The synopsis from the OI report of investigation is enclosed.

ENCLOSURE SYNOPSIS This investigation was initiated on December 1, 2008, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine if a contract Non-Destructive Examination (NDE) Inspector at the Monticello (Monticello) Nuclear Plant willfully failed to follow temperature requirements for NDE inspections of dry fuel storage canisters.
Based upon the evidence developed, this investigation did not substantiate the allegation that a contract NDE Inspector at Monticello willfully failed to follow temperature requirements for NDE inspections of dry fuel storage canisters.
