AVAILABILITY OF FINAL LICENSE RENEWAL INTERIM STAFF GUIDANCE LR-ISG-2007-01: LICENSE RENEWAL INTERIM STAFF GUIDANCE PROCESS, REVISION 1
Dear Mr. Riley:
The purpose of this letter is to inform you of the U.S. Nuclear Regulatory Commissions (NRC or the staff) issuance of the final License Renewal Interim Staff Guidance (LR-ISG),
LR-ISG-2007-01, License Renewal Interim Staff Guidance Process, Revision 1 (revised LR-ISG process). The revised LR-ISG process supersedes the existing process issued on December 12, 2003, entitled, Process for Interim Staff Guidance. The NRC staff will now use this process to guide the development and implementation of LR-ISGs.
On March 26, 2009, the staff requested public comments on the proposed LR-ISG process revision in a Federal Register notice (74 FR 13272). In this notice, the staff also requested comments on a proposed revision to NRC Regulatory Issue Summary (RIS) 2007-16, Implementation of the Requirements of 10 CFR 54.37(b) for Holders of Renewed Licenses.
By letter dated April 6, 2009, the Nuclear Energy Institute (NEI) requested an extension to the public comment period. The staff granted an extension as published in a Federal Register notice on April 27, 2009 (74 FR 19109). The extension was granted, in part, to facilitate discussions on the proposed document revisions in an April 29, 2009, public meeting. NEI representatives provided comments during this meeting and NEI also provided written comments by letter dated May 27, 2009.
The staffs responses to comments received are in the enclosed Federal Register notice, which also announces the availability of the revised LR-ISG process. Also enclosed is a copy of the revised LR-ISG process, which the staff is issuing as the final LR-ISG-2007-01.
The staff plans to issue the final revision to RIS 2007-16 separately from the LR-ISG process.
