SAVANNAH RIVER NATIONAL LABORATORY WORKSHOP ON CEMENTITIOUS MATERIALS USED IN WASTE DETERMINATION (OPEN)

/:Dr. Latif Hamdan was the Designated Federal Official for this part of the meel:in.~g.]

Professcrr Barry Scheetz from the Pennsylvania Stebte! University briefed the Comrnitttx or"^ a workshop ab'out the use of cement in radioactive waste applications that was held in,,9Ak:en,,

South Carolijna, on December 1,2-14. 2006, and hosted by the Savannah River Nationa,ll I...a;boratory, L,J.S. Department of Energy (DOE), Vanderbilt University, and the C;or~sortiurn for Risk Evaluatiion with Stakeholder Parli'cipatiori.,

F:Vofesscrr Scheetz explained that the workshop was sitructured around five main topic;s 'Tlaese are (1) the role of cerxientitious materials in meeting regiilatory and stakeholder requirem~ent:;

for DOE lowdevel waste disposal, (2) chemical, mineralogical, and contaminant: transport properties of cementitious materials, (3~) water and gas transport through cementitious materials, (4) degradation mechanisms and i:est methods, durability criteria, and long",,,terw,~~

degradation evaluation, and (5) long'-term performant:e predictions and risk ass;essme+r~t irrtegration of cemenl:itious materials in petiormance assessment modeling. He? also r.,c,tetl that civil engineering applications focus on a timeframe of 25 to 100 years and not the thousands c:)f years required for DOE applications, alrid that the use of data from civil engineekring applications to assess the performance of cerner~litious rrraterials in waste treatment and disposal applic-.a-tions over thr::,usands of years represented a challerkge.

F:Vofessc:ur Scheetz indicated tha,t the lls'sues tiiscussed a'l: the workshop related to rnoclerlirr!;;;j and perceived needs, incl1,~ding data nee'ds. Modeling issues discussed included ( A ) the appropri-ateness of applying rriodels to assess the performa~ic;e of cement in appYicatiorus involving lolig limeframes, (2) the need for an iterative approach so that models can be adaptsd to changing regulations and techriologies, (3) avoidance of conservatism and gross 1.1nder-estimation c ~ f the performance of systems and Lose of an appropriate degree of complexity and realism,, zimd (4) the need for icontrolling mechanisms', monitoring, and maintenance. He said that there i~z; 2, rreed for an integrated cement durability degradation :model, as well as c;ouplin{;] of rear:i:ior\\ and transport with mechariical properties, modeling of transport in the vadose zone,, arrd raiol\\rir'rg t,oward probabilistic models. He added that data needs incilude lack of f~,~ndamsntal therrnod'y..-

rramic data, li,eck of kinetic data, lack of information or1 redux coupling in an alkaline environ-ment, lack of' speciation data for radiorruclides, lack o'f experience with transport in the vacfose z:one, lack of a commron engineering and materials database, lack of a framework for s'crrvivabil-ity of blended cement,s, need for bett,er understanding of' cracking, and lack of rnicrostr~,~ci:uraI developrnenl and evc~lution.

F:'rofessor Sc;heetz nn:~tetj two other ~rrry:,c:~rtanll:

issues that the workshop clid not (::::r::,Liler,. I1I11e:;ie are the role of organic; admixtures in grou'li and cor~crt+te formulations and the falilure t:oi i~nderstand slcaling with respect to en!ergy input inta mass coricrete.

~rnd cons, al$:ernatives, and risk c;onsideratiorrs for I"nc~dera't0r exclusion. Additic:)nally,, staff.I'r(:~m C:)OEts Idaho National Laboratory briefed the Cornrrrirl:.tee on a,n upcoming license applicatio'n requesting the approval of the U.S. Nuclear Regulatory ~Cornrnission (NRC) for the DOE.

t;tandardized spent rruclear fuel canistar relying on the use of moderator exclusi'on. 'The presentation to the C::ommittee summarized ( A ) the reasons that credit for moderator ext:rlusion is needed, (2) the packaging approach for ensuring leak.-tightness, (3) the supi:~orting analytical

\\~ork and tes'ting, and (4) the presenters' understanding of the regulatory issues assoc:iated with c::;rediting the canister for remaining leak.tight. Frrallowing the presentations, Dr. Ruth Weiner led

a followup dieicussior~~

with the preserrters and represanlatives from the NRC's Clf'fice (::)I: iFJuclesr Materials Safety and Safeguards, Division of Spent Fuel Storage and Transportatioru, ain the technical and regulatory issues :;urro~.rntling the rnoc:lerator exclusion issue.

The Comrrritt:lee plans to write a letter report tc~ the Comniission that summarizels ~ts cc~r"rw:::tusic:rns and reconimendations c:oncernirbg the use, of moderat,or exclusion for spent fuel transpl::,rtatron cask.s.

ACNW MEETING WITH NRC COMMISSIONER GREGORY B. JACZKO (OPEN)

[l::lr.. Latif Harridan was tlhe Designat,ed F%deeral Official f~c~r this part of the meeti~ri!g.:J C::ommissicrnci:r Jaczkcl gave a p~lblic presentation thal: addressed regulat:ot-y issa.~e:; of ir.rtere!:st to him and the Commitr,ee.. In his introductory remarks, the Commissioner indicated thall: lie wanted to discuss some issues [:hat he found impodant and that he wanted to hear the C::ornrnit-tee's views on these issues and other topics of interest to the Committee. He rloted thiat the ACNW chartler should be revised and !:hat the Conirnittee's role should be expanded I:c:;I inr:;lude the materials; area. He also noted that the ACNW role i s to give indepth reviews of stiaff work;;

and to inform the Commission about important issues. tie observed that the Committee h'as done that in certain areas, such as the high-level waste, program. The Ciommiss'ioner l:l-nen~

discussed thrs following topics:

Risk frorn Q,e of Nuclear Materials 'True rC;ormmissic:rner noted that the use of nr..rl:;lear rruatcxizills entails risks rand that exposure caused by the use of n1uc:lear materials has immediate health cionsequences. He said that the! NRC is not well rermgnized for the work that it does within its regulatory ai~thority in ttie materials area. He said that actions can be taken in this regarcl, including looking at irnpr-ovemernts in hurr~an perforrn~lnee or training or other kinds of ac;t,ior~:i; to reduce the in,cidence of medical exposures and industrial exposures. The Corrnmissiorier f'i~nrjs this area (of g~reat interest.

He said information ir; needed on appropriateness, limitations, and accuracy of models and that, sl,rt::h information slhould be presented and made accessible to policymakers and stakeholders;,.

Definition of Nuclear Materials 'The, Commissioner ot::)served that the definition of nuclc:r:rr..

rnaterials is currently' based on their origin arid is not risk-informed, and he said t,hat the definition ought to be based on heal'th and safety impacts and the associated risk He cited the

(::;leanup at the Heritage site in New Jersey as an example, indicating that site cleanup wias limited to t~ranium ar'rd t,horiurn that meet the criteric:rn fon-licensable material (O.,E15 percr:ent by weight), but that neither the site cleanup nor the dose calculation considered uraniurr ;i.ind thorium that did not n.r.leet this criterion,, despite the inherent risk to public:: health and safety.

"The C~rnmis~sioner c.on'cluded that the definitEon of nuclear materials should be basedi on ~:)wblic health and srsfety and not on whether the material c:ould be useful as a commercial source.

1,-ow-Level Waste The Commissioner' discur;sed tlm need for a national policy and frii~rrne~~cork; for fong",,termr disposiid issues related tc:, low-level waste, including greater-than.,,,C::lass (1:::. 'lvl~i3~te.

Risk from1 Wry' Cask Storas "The Comr~iissioner nl:~l:en::l that, the NRC staff has done n,11~1!c,t"r li,n!chrk recently I:o ev'aluate the risks frorri dry ~;ask storage, ir~cludiny fuel loading, transport:, ;srlc:l st,orage. He indicated that the work was good, but lcle was surprised that the integrated risk, was so low, and h,e believes that the estimated rlsk may,warrant further examination.

A, roundtable discussic:rn oi the issues h:::rllowed the l::.o~mrliissioner's presentatio~l~,

'The C::r::~rir~~rnit.-

tee members responded positively ta the Commissioner"s concerns, and the ~~S;CU:SS~UIUI revolved arou~nd how the Committee can best use its expertise and experience tr::n supl:~ort licensing actions by the Commission,. Committee Cb~mirrr~a~i Michael Ryan said that the!

Committee W;IBS pleased that the Comrriissioners had expressed interest in revising the,A,CNW charter and expanding ACNW support Itcn the Commission. He noted that ACNGnJr has shifted from the high-level waste program to th,e materials area, which is reflected in th'e ACNVV At::tit:~n Plan for fiscal1 years 200'7 and 2008. He observed t h ~ ~ t there are more than 20,100[1 Agreer~ierii State materials licensees and that ACNW can add value in the materials area. Other tt:,pic:i discussed wit,h the Comnnissionerr by the Conimittee members included modeling and rr~c::~nilor,,,.

irrg; transpoeation of nuclear materials i'ncluding tes'tirrg of transport packages; material andl waste definition and classification; disposal of low-activity (;lass A waste in Resources I:=:c~rrser-vation and Rlocovery Act facilities; decommissioning issues; and Yucca mountarrr licerl~~irlg~

support including license application reviews and reviews of specific topics such as seisrnia::ity',

drift stability, and pedorrnance assessment,,

The Conlrrrittee will c11::::msider all of C'urr'hn'nissitoner Jaczkos comments and conc:errrs ;is it proceeds to i~mplement its action plan for fiscal years 20Cl7 and 2008.

UPDATE BY DOE ON THE PROPOSED YUCCA MOUNTAIN REPOSITORY DESIGN (OPEN)

[Mr. Michael 1-ee was the Desigrdatecl F:;ederal C3ffici;al for this part of the meetting,.:l

"!"'he Con~rrrittee has beem periodicalt'y t:~riefed on the mat:urity of the DOE geoloi;;li~c repcusil~~sy design tc:, be used for any license application under Title 10, Part 63, "Disposal of Iiigh",,.L.e\\,reE Radioactive Wastes in a Geologic Repository at Yuccna h,Aountain, Nevada," of the Code of Federal Regx~lations (10 CFR Part 6'3).

Th,e most recenl: of these briefings was in April 20058 during the Committee's 159'" meeting. Since that briefing, DOE has anr~ouncetj its intent (;:ma?

again to rely on a multipurpose lnlaste! package disposal canister. (In the 1988 Siite Charalcter~.

irzation Plan, DOE originally had intended to rely or1 a multipurpose waste package disr:~osrrill canister to ptsrform essentially the same functions as the! newer (circa 2006) trinnsportaticar"~

aging-disposal or TAD canister concept.) 'TAD-packa,ged waste will go either directly unajer-ground crnce it arrives at the site! or temporarily to lone of two thermal aging pads for cocslirrg before geologic empliacement. 'Ihe use of a TAD canister is expected tc:~ simplify waste handling operations (:and hence the overall surface facility design) as well as to reduc;e urcrrkci?r c~ccupatioraal!

exposures because it eliminates the need for repackaging most of th'e v\\ilaslt.e received at the site.

At the meeting,, DOE again briefed ACNW orr the status of the surface facility tlc?riiiii!;lt.'~.

Brr~

that briefing, Mr. Pa1.d Harringtor),, reprasenting DOE, highlighted the following rmajor ~::;bhan(;~eri; to

'The DOE.. representative noted that IC::)(=iiIi:

will c'ontir'liae to have a wet handling fa~c;;iility fn::,r.tl'lrriil 10 perr~nt of the "norr~-spec" fuel that it expects will need to be repackaged for disposal." "'he reconfigi.rred facility layout also allows for the const,ructinn of expanded canister receipl and closure buildings if atldit'ional throughput capacity is needed for non-spec waste!.. Regardirr'g the maturity of the overall repository design itself', the DOE speaker noted that the c::oncept~,~l design had been comipleted (by virtue of the DOE so-called "(2ritical Decision 1") and the!

preliminary designs (i,.e., those designs to be actually used for licensing) are now under developrnent, These preliminary designs will include strr.~ctural analyses to ensl,~re!

The preliminary design, in conjunctiorx \\rvitti time and motion studies, will form the basis for the 10 CFFI Part 63 integrated preclosure sa,Fety assessment I:o be i'nciluded in the license applicatior11. The DOE representative noted that ithe Department had no outstanding ilnforrnation needs (requests) directed tcr the NIl3.C staff in1 1r:rrc:ler to complete the preclosure design elements ~crf a 10 C:FR Part: 63 license application lia'lter' 1:klis8

fall, Following thfiil completion of his presentation, Mr. Harrington responded to quesitions ; I I I ~ I c;omments from the A,CNW members and staff. The acope of the Committee questions ;md comments, and Mr. Harrington's responses lo t,hem, have been captured in the verbatixrn meeting tranll~jcript that serves as the official meeting ~*ecord for this portion of the mecttirrg. (4 k.ey observation made by this speaker during this q~.~estion and comment sessic::)n was litla! DOE had received sufficient information from the NRC staff in the area of surface facility design arrd that there were no outstanding pre-closurt; design issues in his judgment. In response to ;ia request from the Cornmiittee, Mr. Harrirlgton noted Ih;at he could brief the later in the calendalr year on ithe filnal DOE: surface facility design.

',A,$ a nominal planning ~rssurription, DOE expects that about 10 percenl: ol: the wa!i;#:e destineci for the proposed geologic repository will be "non-spec" and therefore unacceptable for TAD-tlype of waste package canister. The operational goal, therefore,, is to have the utilities load 90 perc~ent of the waste into TA,D canisters.,

ACNW ACTION PLAN FOR FISCAL YEARS 2007 AND 2008 (OPEN)

[Mr. Jo#iri Fllack was the Designated Federal Official for this part of the meeting.1 The Committee discussed and approved its Charter and Action Plan for fiscal years 2907' and 2008. The Committee agreed to send the charter and action plan to the Cornmissicrrr VII, BRIEFING ON SHIELDALLOY, NEW JERSEY, SITE DECOMMISSIONING PLAN (OPEN)

[Mr. Derek \\,Nidmay~:r was the Designated Federal C::lfficial for this part of the rner3tiny:j I Ms. Rebecca Tadesse and Mr. Kerr Kalmar~ from tha? Dnvlsion of Waste Managemerit o ~ i d Environmental Protection (DWMEP) of the Office of Federal and State Materials ancil Erlvlron-mental Programs (FSME) provided a briefing on the Shieldalloy Metallurgical Corporatton"~

decomrnissiioning plan (DP) for its Mayfield, New Jersey, site. Participants agreed before the meeting that this briefing would introduce the DP anld the conditions at the site and vvoirld not address any preliminary results of the staff review DWMEP stitff representatives prov~decj rnaps and pictures showing the locat~clrl of the site and current conditions ol the slag and baghouse dust that require cleanup. The representat~ves explained that Shieldalloy has applied to release the majority of the site under rrnrestrrcted conditions and to collect and dlspose of the contaminated materials under an engineered disposal structure sln~lar to a uranlunn mill ta~lings pile that will be released unde~ reslrlcted conditions with a long-term control license with the WRC. Representatives discussed the unsuccessf~~l attempt by Sh~eldalloy to sell the slag and baghouse dust The represemtatives expla~ned lihat seven requests tor hear~ngs on the DP licerise appl~calion have been submitted. In addressing questions from the Committee, the staff ropresenlat~ves summarizecl their views of the main objections contained in the requests for hearings The representat~ves presented a brief schedule for the DP review. 'The next step identified was preparat~on of the initial requests for additional ~nfcnnrnation, which DWMEP will finish I.,)/ the end of April The representatives also indicated that DWMEP will perform an ~ndependerlt dose anafysls of the Shieldalloy proposal as part of its DP revlew The Conlmittee agreed not to write a letter to the (:ommission at the ccunclusic~rr of ttri:s meetlng However, the Committee requested that FSME brief the ACNW again as soorb as posslble after it completes the initial requests for additional information on the DP.

VIII. UPDATED ELECTRIC POWER RESEARCH INSTITUTE RESPONSE ON POTENTIAL IGNEOUS EVENTS AT YUCCA MOUNTAIN (OPEN)

[Mr Ned Cc:~leman was the Des~gnatetl Federal 0f'lir:laW for this part of the meeting.)

Dr Meglian Morrissey (Colorado School of Mines (arrd nepresenting EPRI) brietetJ ttre C.c'li~mrnit-tee in a prelrsentatiorr that responded to a January 2007 report by the Center for Nuclear Waste Regulatory Analyses ("Review of Two f lectric Power Research lrrstilutcl Technical Reports on the Potential Igneous Processes Relevant to the Yucca Mounla~r~

Repository", NRC ADAMS Accession No. ML070190134) that had reviewed two EPHl voHr;a-nism reports. Dr. Morrissey organized her talk In response to specific comments on topics that mcluded the nature of magma In a drift, heat loss (including magma sol~dif~cat~or~

and in-drift thermal caliculations), and magma dynan?ics. In conclusion, Dr. Morriss~~y provided the followin(j summaryr.

EPRl believes that the comceptual nod el derived arld analyses conductcrtl by t..F>fil since 2004 are based on observat~ons made routtnely at volcanoes and on data from appropriate analogs of future Yucca Mountain volcanism. Contrary to the pos#tiolr~

p111 fo~ward by the NRC and their consultants, EPRl's analyses are cons~stent wrth fundamental physical and chem~cal processes, and EPRl's Igneous consequerrt:es al Yucca Mountain are indeed technically defensible.

The presenltation slides, discussion, arid Iranscript csf this br~efing will assist ACNW un preparing a final version of the white paper on igneous activity This white paper will provide an analysis of the currelnt state of knowledge of Igneous activity which the Commission can use as a technical basis for decisionmaking IX.

ACNW WHITE PAPER ON VOLCANISM (OPEN)

[Mr. Nenl Coleman was the Des1gnater:l Federal Oflli~,~~al for this part of ttie meet~n!.3.j This sessiori was a lollowup of the discussion at tt~~e February working group ~neeting unI volcanisnl at Yucca Mountam. Dr. W~il~am Hinze led the discussion, which included a general overview of observations, revlsrons, and summary conclusions for the white paper. The draft white paper placed on the Internet did not iriclude cnnclusions because the authors \\were awaiting feedback durrng the working group from tht? many interested parties. After rec:e#vlng this feedbaczk, the authors drafted a preliminary set of conclusions, which the rrrembers reviewed and discussed. The Commlttee positively received these preliminary conG#us~ons The Committee also discussed a sumrnary table of Igneous processes, whlch it 1s cons~dernng for incl~~siorl in the white paper Copies of this table were emailed to interested partles who were asked to provlde any add~tional input withln 1 week The Cc~~rvim~ttee has advised the team of two ACNIiN members, a consultant, wad a t,t,atter to procee~~nl with preparing a final draft of the white paper crn igneous activnty for review dur~ng the April meeting.
