ASSESSMENT FOLLOW-UP - TURKEY POINT NUCLEAR PLANT, UNIT 3 AND UNIT 4
Dear Mr. Stall:
On December 31, 2005, the NRC completed a quarterly review of the Turkey Point Nuclear Plant. The assessment evaluated the performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our mid cycle performance review letter issued on August 30, 2005.
Our review of Turkey Point identified that you have crossed the threshold from Green to White for the Heat Removal System (AFW) Unavailability PI for Units 3 and 4 for the fourth quarter of calendar year (CY) 2005. In a subsequent conversation Mr. Joel Munday of my staff had with Mr. Walter J. Parker of your staff on February 8, 2006, the crossing of the Green threshold was confirmed. As a result, we have assessed Turkey Point Units 3 and 4 performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct Supplemental Inspection Procedure 95001. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
We recognize that your root cause analysis has not been finalized and other planned activities are already scheduled to preclude conducting an additional inspection at this time. Therefore, we will contact you at a later date to schedule the supplemental inspection.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
