ASSESSMENT FOLLOWUP LETTER - FORT CALHOUN STATION

Dear Mr. Ridenoure:

On April 28, 2005, the NRC staff completed, as part of our quarterly review, an update of our assessment of the Fort Calhoun Station. The assessment evaluated the performance indicators and inspection results for the first quarter of calendar year 2005. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility. This letter supplements, but does not supercede, our annual assessment letter issued on March 2, 2005.

Overall, Fort Calhoun operated in a manner that preserved the publics health and safety and fully met the cornerstone objectives. Plant performance for the most recent quarter of the assessment cycle was within the Regulatory Response Column of the NRCs Action Matrix based on a White performance indicator for Emergency AC Power System Unavailability (mitigating systems cornerstone). In addition, on April 15, 2005, the NRC staff also forwarded a letter concerning the final significance determination of a White inspection finding in the mitigating systems cornerstone. This finding involved the failure to promptly identify and correct a condition adverse to quality resulting in Emergency Diesel Generator 2 being inoperable for a period of 28 days, a violation of plant Technical Specifications.

The NRC noted that both the White performance indicator and the White inspection finding resulted from the same underlying performance deficiency. Consistent with the guidance in NRC Inspection Manual Chapter 0305, Operating Reactor Assessment Program, they will not be assessed as two separate safety significant inputs into the NRC's Action Matrix. As a result, Fort Calhoun Stations performance remains in the Regulatory Response column of the NRCs Action Matrix. As discussed in our March 2, 2005, letter, we plan to conduct a supplemental inspection using Inspection Procedure 95001, ?Inspection for One or Two White Inputs In a Strategic Performance Area. The NRC plans to conduct the supplemental inspection the week of June 13, 2005, to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition and cause are identified, and the corrective actions are sufficient to prevent recurrence.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from
