SUBJECT:

RENEWAL OF FULL-POWER OPERATING LICENSES FOR THE DRESDEN NUCLEAR POWER STATION, UNIT NOS. 2 AND 3, AND THE QUAD CITIES NUCLEAR POWER STATION, UNIT NOS. 1 AND 2 This memorandum informs the Commission of the issuance of renewed facility operating licenses for the Dresden Nuclear Power Station, Unit Nos. 2 and 3, and the Quad Cities Nuclear Power Station, Unit Nos. 1 and 2. By a letter dated January 3, 2003, Exelon Generation Company, LLC submitted its application to renew the operating licenses for the Dresden Nuclear Power Station, Unit Nos. 2 and 3, and the Quad Cities Nuclear Power Station, Unit Nos. 1 and 2. The staff reviewed the license renewal application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Parts 51 and 54. Region III also performed inspections, as described in an August 25, 2004, memorandum from James L. Caldwell, Regional Administrator. The staff documented the results of its safety review in its Safety Evaluation Report Related to the License Renewal of the Dresden Nuclear Power Station, Units 2 and 3, and the Quad Cities Nuclear Power Station, Units 1 and 2, which was published as NUREG-1796 in October 2004.

With respect to environmental matters, the staff documented the results of its reviews in a supplemental environmental impact statement, which was published as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 16, Regarding Quad Cities Nuclear Power Station, June 2004, and Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 17, Regarding Dresden Nuclear Power Station, June 2004.

Pursuant to the June 5, 2002, staff requirements memorandum on SECY-02-0088, the Director of the Office of Nuclear Reactor Regulation issued Renewed Facility Operating License Nos.

DPR-19, DPR-25, DPR-29, and DPR-30 for the Dresden Nuclear Power Station, Unit Nos. 2 and 3, and the Quad Cities Nuclear Power Station, Unit Nos. 1 and 2, on October 28, 2004.

The final action was completed within the 22-month goal for reviewing a license renewal application that is not subject to a hearing.
