MNPS-3 EROLS 2.6 REGIONAL HISTORIC, ARCHAEOLOGICAL, SCENIC, CULTURAL, AND NATURAL
- FEATURES, 2.6.1 The Site and Vicinity A total of 18 properties located within 10 km of Millstone 3 are listed on the National Register of Historic Places and are identified in Table 2.6-1.
(Shannahan 1982; U.S.
Department of the Interior' 1979-1981).
None of these properties is located in the town of Waterford.
Properties that have been declared eligible for the National Register by the Secretary of the Interior are also in Table 2.6-1.
A letter from the Connecticut State Historic Preservation Officer identifying these properties is provided in.6A.
A listing (of properties on the State Register of Historic Places throughout the towns within the 10-km radius is provided with the letter.
According to the. State, Historic,. Preservation Officer, little information on archaeological -site ;density and distribution, is currently available (Shannahan 1982).
Although coastal areas and major drainage systems are potential 'locations for -. prehistoric archaeology, it is the opinion of the State Historic-Preservation Officer that historic, architectural, and archaeological resources will not be affected by the, ' operation - of Millstone 3 (Shannahan 1982).
No sites or areas listed on -the National Register of-Natural Landmarks are within 10 km of Millstone 3. (U.S'. Department of the Interior 1975, 1976, 1979, 1980).
Areas on the State Natural Areas Inventory within 10 km are identified in Table 2.6-2 (Telecon, Ellis 1982).
The closest is located more than, 4 km from the site, and none is expected to be affected by station.:operation.
Millstone 3 is not expected to have any significant visual effect on the surrounding area.
Topography and vegetation screen or block views of the station from most land areas within 10 km.
- As determined by line-of-sight studies and field, reconnaissance, views of Millstone 3' are' limited,to. shoreline areas ofrNiantic Bay and Pleasure' Beach and nearby waters of Long Island Sound.
In addition, since Millstone 1 and 2 are generally visible from those areas from which Millstone 3 is visible and because Millstone'3 is an addition to an existing power.generating.
.complex; with an-established industrial character,' it will not change the visual character or quality of the area.
2.6.2 Transmission Line The transmission line for Millstone 3 was reviewed by the State Historic Preservation Officer (SHPO) in connection-with the preparation of this report and as part of the transmission line route certification by the State.

National Register of Historic Places that are near the route are found in the Lebanon Green National Register Historic District, located in New London County, Conn.,
some.457 meters (1,500 feet) east of the route.
This historic district was placed in the Register in.June.1979.
It contains 'the birthplace o f'.John Trumbull, a
national historic landmark listed in the National Register since l'66;'the William Williams House, a national historic landmark listed in' the National Register since 1971; and the War Office, listed in the National Register since 1970 (Shannahan 1982; 44FR7440-3; 45FR17495-6; 45FR17450; 46FR10671; 46FR10626; 47FR4920; 47FR4933).
As seen from the historic district, it is expected that the transmission line will-have sufficient back drop far enough away so as not to be readily distinguishable in the landscape.
It is not expected to have a significant visual effect on these resources (Shannahan 1982).
In addition to the above, certain segments of the route for the power line cross or come near five locations whose environmental characteristics suggest a potential for the existence of prehistoric archaeological resources, as well as four architectural resource areas identified by the SHPO for -their potential architectural significance (Shannahan 1982). The order issued by the Connecticut Siting Council (CSC) certifying the route and facility for this line (CSC Docket 25, June 4, 1982), requires that a detailed right-of-way development and management plan be approved by the CSC prior to line construction.
In response to the SHPO request (Shannahan 1982),, the CSC required as part of -its order that the same plans be submitted to the SHPO so that he may comment prior to CSC approval. Plans are now being prepared for this purpose and it is expected that the review will be completed by the fall of 1983.
The transmission line does not cross any area ]isted on the National Register of Natural Landmarks (US Dept. of the Interior 1979).

Further, please find enclosed the relevant zerox sections of a "scan" survey which this agency undertook in order to preliminarily identify potentially significant clusters of architectural re-sources.
Minimal descriptive documentation exists to supplement this graphic data.
In general, as no systematic survey of Connecticut's archaeological resources has been accomplished to date, little information exists as to actual archaeological site density and distribution.
However, coastal areas and major river drainage systems, such as, the Niantic River - Niantic Bay confluence, are especially sensitive with respect to the existence of prehistoric archaeolo-gical resources.
In particular, the enclosed survey data should be of assistance; The State Historic Preservation Officer requests that the specific locational data for archaeological resources be treated in a confidential manner in accordance with Connecticut Public Act 81-286 in order to ensure continued preservation of these resources.
It should be realized that the above provided information repre-sents an incomplete inventory of the architectural, historical and archaeological resources within the defined area.
In the opinion of the State Historic Preservation Officer the granting of an operating permit for Millstone Nuclear Power Station Unit 3 will have no impact upon historical, architectural and archaeological resources either listed on or eligible 2.6A-2

The State Historic Preservation Officer has reviewed Northeast Utilities'-application to the Connecticut Siting' Council'with respect to the above-named project. This Office's comments are provided'in accordance with the.-
National -Historic Preservation Act of -1966; Advisory Council Guidelines 36 CFR'800; the Connecticut Environmental -Policy Act, Section 22a-la-3(a) (4), and Sec. '10-321(b)
(13).
In general, the State Historic Preservation Officer expects that the selected'alignment route for this proposed transmission line appears appropriate in light of-cultural resources and' environmental data.
With respect to construction-specific effects of this proposed project,:the following comments are provided.
The following data is -keyed 'to the segment maps provided as part of Volume 11 of the report entitled 'Report Sibmitted with Application for 345kV Transmission Line Between Millstone Point in Waterford and Manchester" (Northeast Utilities System Companies 1981).
In the opinion of the State Historic Prestrva-tion Officer, n6 cultural resources exist within the extant

Within Segment Nos. l, 8, 15, and 18, this Office has preliminarily identified areas with potential architectural significance.
Annotated maps are enclosed which provide boundaries for these potentially significant architectural areas.
The alignment route with Segment No. 19 appears to be in immediate proximity to an early 19th Century architectural structure located on Bidwell Street, which is listed on the State.Register of Historic Places.
In addition, Segment Nos. 1, 2, 6, 7, and 12 contain environ-mental characteristics which suggest a potential for the existence of prehistoric archaeological resources.
The areas in question are identified on the attached documenta-tion.
This Office understands that no cultural resources will be directly. impacted by the proposed alignment.
This Office recommends that'Northeast Utilities consider the above listed cultural listed resource data as part of its design planning J.h order to minimize the visual characteristics of any proposed structure within a potentially significant architectural area.
In this regard, this Office would appreciate the opportunity to review and comment upon specific plans for all segments for which potential resources have been identified.
This opportunity to review further plans should be provided prior to the field construction of any site specific activity.
