Dear Mr. Talbot:

This is to confirm our verbal report of an exceedance of the effluent limitations in our' VPDES permit for North Anna Power Station.

The concentration of free available chlorine in the bearing cooling tower blowdown (Outfall 105) is limited to a maximum of 0.5 mg/l and a monthly average of 0.2 mg/L. The average concentration of free available chlorine for October 2003 was determined to be 0.36 mg/L. Only one sample was collected during the month. Station personnel did'not run the test for manganese interference for this chlorine sample which, historical data indicate, would have lowered the actual chlorine value considerably.

An investigation by station personnel failed to reveal the cause 6fihglirEadig- t the bearing cooling tower and chlorine feed system were being operated in accordance with established procedures. Once the exceedance was realized, a sample was taken to ensure the tower was in compliance at this time and the free available chlorine value was less than the QL.

The bearing cooling tower blowdown has a long history of compliance with the VPDES limitations. Since station personnel were not able to determine any irregularity in operations, this-is-believed to be'ai edu have beinthituted to&'
