Oyster Creek Proposed Amendment re. MCPR (TAC MB6959)

RE-SENT DUE TO ADDITION OF DRAFT QUESTION 3.

John:

Our reviewer, Tai Huang, is reviewing your 12/16/02 application regarding changes to the Oyster Creek Technical Specification re. MCPR. We have the following draft questions which we would like to discuss with you in a conference call. Please call me ASAP to set up the call:

1. Please provide uncertainty values for power distribution uncertainties shown in both column 1 and 2 of Table 2 in Enclosure 3, and justify that the proposed reduction of the SLMCPR value is still providing enough margin for Cycle 19 operation with respect to the results shown in Table 4.1 of NEDC-32601P-A, which only shows a [ ] improvement for SLMCPR value by using improved/revised methodology.
2. Provide the relationship between [ ] to the calculated SLMCPR, and power distribution uncertainty influenced the calculated SLMCPR, and describe their impact on the over-all SLMCPR calculation.
3. On page 2.1-3 of the requested change, please identify the Reference 1 revision number, and also clarify that the latest approved version of NEDE-24011-P-A includes References 2, 3, and 4. Justify the duplication for this requested changes.

This e-mail solely serves to prepare you for the conference call. It does not convey an NRC staff technical position, nor does it formally request for additional information. We will discuss disposition of the above questions in the conference call.

Portions of your 12/16/02 application were proprietary, as approved by NRCs letter of 1/9/03. Please indicate, by return e-mail, if the above questions contain proprietary information and therefore should be withheld from public disclosure.
