NRC letter dated June 4, 1996, advised that FPL should be prepared to address four areas of interest at the predecisional enforcement conference of June 14, 1996.
These areas were addressed as requested except for our schedule for implementing improvements to our SPEAKOUT Program which are under consideration.
The purpose of this letter is to provide additional information regarding our schedule.
As stated at the meeting, FPL is reviewing both the results of our consultant's review of our employee concerns program, as well as, the NRC's recent inspection report to develop our finalplan for improving our program.
Examples ofimprovements that we have decided to implement include:
~ SPEAKOUT staffing willbe increased to enhance the operation of the program.
~ Feedback to concernees willbe improved by providing more detailed response letters.
~ FPL will perform periodic self-assessments (approximately annual frequency) aimed at determining program effectiveness.
~ Tracking of recommendations willbe enhanced to require that they be tracked through final disposition.
FPL plans to implement these improvements, as well as, any additional items that are identified, during our final review of the two assessment reports (FPL'onsultant review and NRC Inspection Report 96-05) in early September 1996.
