Gentlemen:

The purpose of this letter is to inform you of our intention to simplify the structure of our Quality Assurance Program procedures.

Our current Quality Assurance Program procedure structure contains three levels:

1.

Florida Power 6 Light Topical Quality Assurance Report (TQAR) 2.

Quality Procedures (QPs) 3.

Quality Instructions (QIs)

The

QPs, in
general, assign responsibilities for action and describe the necessary interface between departments or organizations in achieving specific tasks.

We intend to eliminate QPs from the current 3-level structure.

The responsibilities contained in the QPs will be placed into the appropriate TQAR.

Applicable QIs will be modified, as appropriate, to contain any necessary detailed actions.

No commitments currently in the TQAR will be reduced.

Since these changes do not constitute a reduction in commitments in the Quality Program description already approved by the Nuclear Regulatory Commission, we intend to proceed and implement the revision.

The revision will be included in our next routine TQAR update in June, 1994.
