St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Environmental Protection Plan IWW Permit No. FL0002208 SEP 0 3 2018 FL0002208 VI.5.5 -Chlorine Optimization Study Timeline Extension L-2018-158 10 CFR50.4 EPP 3.2.3 Pursuant to Section 3.2.3 of the St. Lucie Environmental Protection Plan, Florida Power & Light Company (FPL) is hereby forwarding the enclosed letter documenting the verbal approval of a timeline extension for the Chlorine Optimization Study that 1.s prescribed within the Industrial Wastewater (IWW) Facility Permit (Permit Number FL0002208). The timeline extension was verbally approved by Marc Harris (Florida Department of Environmental Protection) on August 16, 2018, with the condition that a follow-up letter (enclosure) be submitted to serve as formal documentation.

Dear Mr. Harris:
As discussed with you on August 16, 2018 via teleconference with Florida Power & Light (FPL),
FPL St. Lucie Plant requests an extension of the scheduled timeline for the Chlorine Optimization Study mandated by FL0002208 VI.5. It is stated in FL0002208 VI.5.5 that the final chlorine optimization study report shall be submitted upon completion of the study, but within two years following permit issuance (i.e., November 4, 2018). However, the final portion of the study, which includes a 90-day trial of the Nalco Purate chlorine dioxide system, cannot be completed before the scheduled completion date. This is due to the extensive number of screenings and evaluations that are required for nudear plants to conduct such trials in order to ensure that changing biocides will not adversely affect the environment, the plant circulating water system, plant personnel, or associated safety-related systems. FPL St. Lucie Plant proposes a revised end date of April 1, 2019.
This revised end date will provide adequate time to analyze the data and finalize the Chlorine Optimization Study report for submission.
