Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Emergency Plan and Implementing Procedure Changes Pursuant to the requirements of 10 CFR 50.54(q) and 10 CFR 50 Appendix E, one copy of each of the revised documents is enclosed. A summary of changes to the documents is attached. The implementation date for 'Turkey Point Radiological Emergency Plan" was 9/02/03. The following procedures were corrected: O-EPIP-20101, "Duties of Emergency Coordinator", 0-EPIP-20104, "Emergency Response Organization Notifications/Staff Augmentation", 0-EPIP-1212, " Emergency Operations Facility (EOF) Activation and Operation", 0-EPIP-20132, "Technical Support Center (TSC) Activation and Operation".

Florida Power and Light has determined that the changes described do not result in a decrease in the effectiveness of the Emergency Plan.

SUMMARY

OF CHANGES

  • EPIP Corrections Corrections to the following procedures were made to include the revised Florida Nuclear Plant Emergency Notification Form. The date of the implementation for the corrections was 9/02/03.

The State Notification Form has been revised to be a one-page format for initial and follow-up notifications. This form continues to meet all regulatory requirements for off-site notifications and has been agreed upon by all parties involved. This change does not represent a decrease in the effectiveness of the Emergency Plan.

1. Turkey Point Plant Normal Operating Organization Chart, Figure 2-3, page 2-12.
2. Florida Nuclear Plant Emergency Notification Form, Table 4-2, page 4-5.
3. Updated letters of support in Appendix B-1
4. Maintaining Emergency Preparedness Section 7.0, Numerous pages are affected with a title change. Protection Services Manager has been replaced in this section with Manager, Plant Services.

Detailed description of the changes.

  • The Turkey Point Plant Normal Operating Organization chart was revised to show the current reporting structures for normal operations. This change does not represent a decrease in the effectiveness of the emergency plan.
  • Florida Nuclear Plant Emergency Notification Form. The state notification form has been revised to be a one-page format for initial and follow-up notifications. The form continues to meet all regulatory requirements for off-site notifications and has been agreed upon by all parties involved. This change does not represent a decrease in the effectiveness of the Emergency Plan.

Attachment to L-2003-251 Page 2 of 2 Updated existing Letters of Agreement in Appendix B (B-1) letters. Support from all parties involved remains unchanged. This change does not represent a decrease in the effectiveness of the emergency Plan.

Responsibility for the Emergency Preparedness Program was transferred from the Protection Services Manager to the Manager, Plant Services. The Emergency Preparedness Coordinator at the site reports to the Manager, Plant Services. This change does not represent a decrease in the effectiveness of the Emergency Plan.
