SUMMARY

OF MANAGEMENT ACTIONS Medical Review Officer (MRO) Six Month Report From January 1, 2006 through June 30, 2006, our records indicate the following results:

In the licensee pool, one individual in the Pre-Access program category was confirmed positive for a single substance, and in the Random program category, one individual, employed as a long-term contractor and placed in the licensee random program, was confirmed positive for a single substance.

In the short-term contractor pool, ten individuals in the Pre-Access program category were confirmed positive - eight confirmed positive for a single substance, one individual confirmed positive for two substances and one individual positive for adulteration. In the For Cause program category, one individual experienced a confirmed positive for a single substance. In the Random program category, one individual experienced a confirmed positive for a single substance.

Pre-Access Program In the licensee personnel Pre-Access program category, one individual experienced a confirmed positive for alcohol during a return to work, thirty day badge non-use, pre-badge access test.

The individual participated in a face-to face interview with the Medical Review Officer and was provided the opportunity and requested a blood alcohol draw that reconfirmed positive results. The Medical Review Officer adjudicated the individual as confirmed positive, recommended denial of unescorted access and mandatory participation in the licensee Employee Assistance Program. The individual complied and completed all recommendations, returned to work and was placed in a three year follow-up program.

In the short-term contractor personnel Pre-Access program category, eight individuals experienced confirmed positives for a single substance, one individual experienced confirmed positive for two substances and one confirmed positive for adulteration. All ten individuals participated in a face-to-face interview with the Medical Review Officer and were provided the opportunity for the split specimen to be tested or a blood alcohol draw. The Medical Review Officer adjudicated all ten individuals as confirmed positive, recommended denial of unescorted access and encouraged each individual to participate in their respective Employee Assistance Programs.

The one individual adjudicated confirmed positive for adulteration will experience denial of unescorted access for a minimum of three years.

The individual participated in a face-to-face interview with the Medical Review Officer, declined the opportunity for a blood alcohol draw and was adjudicated as confirmed positive. The Medical Review Officer recommended denial of unescorted access and mandatory participation in the licensee Employee Assistance Program. The individual complied and completed all recommendations, returned to work and was placed in a three year follow-up testing program. One individual, employed as a long-term contractor, participated in the licensee random program and experienced a confirmed positive for a single substance.

The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as confirmed positive. The individual was provided the opportunity for the split specimen to be tested and declined. The Medical Review Officer adjudicated the individual as confirmed positive, recommended denial of unescorted access and encouraged participation in their respective Employee Assistance Program. The individual initiated treatment with the Employee Assistance Program but was eventually terminated from employment in accordance with the employer's company policy.

In the Short-Term Contractor Random program category, one individual experienced a confirmed positive for a single substance. The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as confirmed positive.

The individual was provided the opportunity for split-sample testing and declined. The Medical Review Officer recommended denial of unescorted access and encouraged participation in their respective Employee Assistance Program.

For Cause In the Short-Term Contractor For Cause program category, one individual, by observed behavior, experienced a confirmed positive for alcohol. The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as confirmed positive. The individual was provided the opportunity for a blood alcohol blood draw and declined.

The Medical Review Officer recommended denial of unescorted access and encouraged participation in their respective Employee Assistance Program.

List of Events Reported During the period of January 1, 2006, through June 30, 2006, no events were reported under the provisions of 10 CFR 26.73 by Beaver Valley Power Station (BVPS).
