NPF-63 SUPPLEMENT TO 180-DAY RESPONSE TO GENERIC LETTER 2003-01, "CONTROL ROOM HABITABILITY" Ladies and Gentlemen:
On June 12, 2003, the NRC issued Generic Letter 2003-01, "Control Room Habitability" which requested licensees to submit information demonstrating that control rooms comply with the current licensing and design bases, and applicable regulatory requirements. In addition, information was requested to ensure that suitable design, maintenance and testing control measures are in place for maintaining this compliance. Carolina Power and Light Company, doing business as Progress Energy Carolinas, Inc., provided a 180-day response to the Generic Letter on December 9, 2003.
In this letter, Harris Nuclear Plant (HNP) discussed a degraded but operable condition concerning the control room boundary. HNP has taken compensatory measures to maintain operability of the Control Room Emergency Filtration System (CREFS) while resolving this condition. In the letter, HNP also committed to resolve the degraded condition in accordance with Generic Letter 91-18, Revision 1. The due date for this commitment was "to be determined," but expected to be resolved "by completion of the next refueling outage in fourth quarter 2004." The enclosure to this letter provides a resolved schedule completion date for the commitment.
