y Enclosure Edwin I. Hatch Nuclear Plant Special Report 1-95-004 Self-Contained, Battery-Powered Emergency Lighting Unit Inocerable for Greater than 14 Days A. REQUIREMENT FOR REPORT This report is required per the Fire Hazards Analysis and Fire Protection Program, Appendix B, section 1.9.1, which states that in the event a self-contained, battery-powered emergency lighting unit is inoperable for greater than 14 days, a Special Report is required within the next 30 days. On 12/15/95 at 1442 EST, emergency lighting base unit 1R42-E125 had been inoperable for 14 days.

B UNIT STATUS AT TIME OF EVENT On 12/15/95 at 1442 EST, Unit I was in the Run mode at a power level of 2386 CMWT (97.9 percent rated thermal power).

C. DESCRIPTION OF EVENT On 12/15/95 at 1442 EST,14 days had elapsed since emergency light 1R42-E125 was declared inoperable. The lighting unit was declared inoperable on 12/1/95 when personnel performing procedure 42SV-FPX-003-0S, " Emergency Lighting Surveillance," discovered

. that a battery terminal was broken.

At the time the broken battery terminal was discovered, a spare battery satisfying the performance requirements for this equipment was not available. Replacement batteries were ordered several weeks prior to 12/1/95; however, the batteries had not been received on site at the time the broken terminal was discovered.

D. CAUSE OF EVENT This event occurred as the result of a broken battery terminal discovered during routine surveillance testing. The cause of the broken terminal has not been determined.

E. CORRECTIVE ACTION The battery was replaced, and the emergency light was restored to operable status on 12/21/95.
