Pursuant to 10 CFR 50.4 and 10 CFR 50.54(q), enclosed is a report of changes to the Humboldt Bay Power Plant Emergency Plan (Revision 47), effective May 1, 2008. The changes did not decrease the effectiveness of the Plan, and the Plan continues to meet the requirements of 10 CFR 50.47(b) and 10 CFR 50, Appendix E. The updated Emergency Plan has already been distributed to NRC Region IV, and is not included as part of this submittal.

PURSUANT TO 10 CFR 50.54(q)
May 1, 2008 Pursuant to the requirements of 10 CFR 50.54(q), the following changes to the Humboldt Bay Power Plant, Unit 3 Emergency Plan are submitted:
SECTION DESCRIPTION General Incorporated numerous editorial corrections and changes resulting from an independent review of the Emergency Plan that was completed by Diablo Canyon Power Plant.
2.0, 4 th paragraph Clarified that the initial NUE or Alert report to the county and state should be completed within 15 minutes.
3.1 Revised the definitions for Notification of an Unusual Event and an Alert to be consistent with NRC Bulletin 2005-02. The change incorporates reference to security events.
3.1.2' Added definition of "Hostile Action" from the same NRC Bulletin 3.4.5 Replaced "shift incipient fire brigade" with "Operations trained fire prevention personnel, " and added "under the direction of the Plant Fire Emergency Coordinator (PFEC)"
4.4.1.2 Replaced "incipient fire brigade" with "Plant personnel trained in fire prevention under the direction of the PFEC" 6.2.2.2.b&c Replaced "fire brigade leader" with "Plant Fire Emergency Coordinator."
Replaced "incipient fire brigade" with "trained fire prevention personnel."
5.2.2 Added a'Note: "The title "Shift Foreman" as used herein isa generic or organizational position title that describes the Certified Fuel Handler who fulfills the operational command function." The description was taken from the SAFSTOR QA Plan.
Figure 5.2-1 Replaced "Incipient Fire Brigade" with "Plant Fire Emergency Coordinator".
