WLF CREEK WNUCLEAR OPERATING CORPORATION Terry J. Garrett Vice President Engineering April 1, 2010 ET 10-0015 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555
Reference:
Letter WO 09-0034, dated October 17, 2009, from M. W. Sunseri, WCNOC, to USNRC
Subject:
Docket No. 50-482: Revision to Commitment Made in Licensee Event Report 2009-002-00 Gentlemen:
This letter is to notify the Nuclear Regulatory Commission of a change made to a Commitment.
The reference submitted Wolf Creek Nuclear Operating Corporation (WCNOC) Licensee Event Report (LER) 2009-002-00. This LER contained a commitment that stated:
"WCNOC and the owner companies will establish an upper tier WCNOC/Owners policy and agreement in accordance with FERC and applicable industry guidance to outline necessary program responsibilities and commitments between WCNOC and the Owners and establish lower tier implementation guidance documents covering, at a minimum, design, operation, and maintenance (including inspections and performance monitoring) for all equipment in the WCGS Switchyard up to and including the remote substation interfaces."
This Commitment was originally scheduled to be completed by April 1, 2010.
As of March 31, 2010, WCNOC has entered a "NERC Interface Coordination Agreement for the Wolf Creek Substation between Westar Energy and Wolf Creek Nuclear Operating Corporation" that describes each parties responsibilities for the operation and maintenance of the Wolf Creek Generating Station (WCGS) switchyard. Westar Energy is one of WCNOC's owner companies and is the owner principally associated with switchyard activities. Therefore, by entering this agreement with Westar Energy, WCNOC has established an agreement in accordance with FERC and applicable industry guidance. Necessary program responsibilities and commitments between WCNOC and Westar Energy are outlined covering, at a minimum, design, operation, and maintenance (including inspections and performance monitoring) for all equipment in the WCGS Switchyard.
What remains to be done is to establish lower tier implementing guidance documents and establishing this agreement with the remaining WCNOC Owners to include remote substation interfaces. It is anticipated that this can be completed by August 15, 2010.

Letter ET 10-0015 Page 2 of 2 The change in this commitment due date to August 15, 2010 will not have a significant impact on the intent of the commitment. The original commitment was made in LER 2009-002-00 to minimize a condition adverse to quality, a plant shutdown caused by the loss of offsite power.
The agreement entered with Westar Energy will ensure that the appropriate activities are performed in the WCGS switchyard in accordance with FERC and applicable industry standards.
This will minimize the likelihood of recurrence while the remaining actions are completed.
The attachment to this letter describes the revised commitment.
If you have any questions concerning this matter, please contact me at (620) 364-4084, or Mr. Richard D. Flannigan at (620) 364-4117.
