In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.71(e),

Maintenance of records, making of reports, enclosed is Revision 26 of the Tennessee Valley Authority (TVA) Organization Topical Report (TVA-NPOD89-A). TVA's Organization Topical Report provides organizational descriptions for TVA Nuclear, including Browns Ferry Nuclear Plant (BFN), Sequoyah Nuclear Plant (SQN), and Watts Bar Nuclear Plant (WBN). This report is referenced in the Updated Final Safety Analysis Reports (UFSAR) for each of TVA's operating nuclear power plants and must comply with the update submittal frequency requirements for the UFSARs. The referenced letter provided the previous update to the TVA Organization Topical Report on January 30, 2023. TVA has updated the Organization Topical Report to reflect the current organization of the TVA operating fleet as of January 8, 2025, and has provided this document as an enclosure.

Topical Report TVA-NPOD89-A Revision 26 iv Abstract This Organization Topical Report (TVA-NPOD89-A) includes the descriptions for the Tennessee Valley Authority (TVA) Nuclear organization including the Browns Ferry (BFN),

Sequoyah (SQN), Watts Bar (WBN) Nuclear plants, and the TVA Nuclear corporate organization. This report contains the senior management, technical support and operating organization descriptions, and organization charts that meet the content guidance of Nuclear Regulatory Commissions (NRC) Regulatory Guide 1.70, Standard Format and Content of Safety Analysis Reports for Nuclear Power Plants - LWR Edition, Rev. 3 (November 1978).

Qualification requirements and training descriptions specified in the standard format document will continue to be addressed in each plant's Updated Final Safety Analysis Report (UFSAR) which references the TVA Nuclear Quality Assurance plan (TVA-NQA-PLN89-A). The detailed TVA Quality Assurance organization and program description is contained in the TVA Nuclear Quality Assurance Plan (TVA-NQA-PLN89-A) and is not repeated herein.

The purpose of the TVA Nuclear Organization Description (TVA-NPOD89-A) is to establish a controlled, single-source document, and a disciplined process for communicating the organizational structure and position descriptions to the NRC. TVA-NPOD89-A has been referenced in the UFSARs, Technical Specifications, Nuclear Quality Assurance Plan, and other documents that may refer to the TVA Nuclear organization. This topical report is updated as necessary to reflect major organizational changes. Because this topical report encompasses multiple plants, subsequent updates to the Organization Topical Report will be provided on a biennial basis to ensure that TVA meets the refuel cycle criterion of Title 10 of the Code Federal Regulations 50.71(e) for each unit at each site.

Topical Report TVA-NPOD89-A Revision 26 1 of 17 INTRODUCTION TVA CORPORATE ORGANIZATION Tennessee Valley Authority is an agency of the Federal Government whose major policies, programs, and organization are determined by a part-time, nine-member Board of Directors (BOD) structure pursuant to the TVA Governance Restructuring provisions of the Consolidated Appropriations Act, 2005. The BOD members are appointed by the President of the United States and confirmed by the Senate for five-year terms. The BOD selects a Chief Executive Officer (CEO) who also serves as President to manage TVAs day-to-day business. The BOD shapes the long-term business strategies, recommends major program initiatives, and guides TVAs day-to-day operations.

The CEO is responsible for managing all aspects of TVA, including power production, transmission, power trading, resource management programs, and economic development, as well as TVAs corporate functions. The CEO chairs TVAs Enterprise Leadership Team.

The Executive Vice President and Chief Nuclear Officer (CNO) is responsible for the overall safety, efficiency, and economy of TVAs nuclear power program and the overall TVA Nuclear organization. The CNO reports directly to the CEO and indirectly to the BOD.

The corporate organization leadership and reporting relationships are shown in Figure 1.

TVA Nuclear is responsible for the safe design, construction, operation, and modification of TVA nuclear plants; for compliance with TVA policy on safety and quality; and for compliance with regulatory requirements as applicable to all activities. TVA Nuclear plans and manages the nuclear energy supply programs to meet the requirements of the TVA power program consistent with safety, environmental, quality and economic objectives. It develops and implements policies, programs and plans for the nuclear power program.

The organization structure and positions listed in this report provide the level of organization that fulfills the above functions however does not represent all personnel within TVA Nuclear.

The general organization of TVA Nuclear is shown in Figure 2.

Executive Vice President and Chief Nuclear Officer The Chief Nuclear Officer (CNO) is the senior nuclear manager with direct authority and primary responsibility for the management, control, and supervision of TVA's nuclear power program and for the execution of nuclear programs, policies, and decisions established by the Chief Executive Officer (CEO). The CNO has corporate responsibility for overall plant nuclear safety and takes measures needed to ensure acceptable performance of the staff in operating, maintaining, and providing technical support in the plant so that continued nuclear safety is assured. The CNO reports directly to the President and CEO.

The CNO is responsible for the overall safety, efficiency, and economy of nuclear operations. The CNO establishes management and operating policies and procedures related to TVA's Nuclear Program and is responsible for personnel, planning, scheduling, licensing, engineering and design, construction, operation, quality assurance, training, maintenance, and technical and administrative matters related to these programs. The CNO coordinates activities and functions of TVA Nuclear with other TVA organizations to carry out TVAs corporate policy and to meet corporate goals and objectives. This position is responsible for all aspects of TVA's interface and relations with the NRC and other entities with jurisdiction over or interest in TVA's Nuclear Program. Other responsibilities include development and implementation of an effective radiological Emergency Preparedness Program; directing shutdown of nuclear facilities when deemed appropriate; and development of long-range, strategic plans for all TVA Nuclear programs, activities, and facilities.

The CNOs direct reports are provided in Figure 2. These functions are described in more detail in subsequent sections of this report.

A. Senior Vice President, Engineering & Operations Support This position is responsible for the Engineering and Technical Support services associated with producing safe and reliable nuclear power. Responsibility includes:

Nuclear Engineering, Nuclear Licensing, Nuclear Projects, Nuclear Fuels, Extended Power Up-rate, and Support Services, including Security, Emergency Preparedness, and External Events.

1. Vice President, Nuclear Engineering This position is responsible for strategic leadership for the corporate governance and oversight functions of the engineering organization. Establishes and directs all engineering functions for the fleet with governance and oversight of site engineering functions. Strategically manage, direct, and integrate the diverse functions associated with the planning, development, and execution of capital and O&M projects. Provides leadership and direction for the development of strategic plans for plant projects, including system wide initiatives, to maximize the efficiency &

utilization of TVA Nuclear assets.

For National Fire Protection Association (NFPA) matters the Vice President, Nuclear Engineering serves as the TVA Authority Having Jurisdiction (AHJ) and is responsible for approving fire protection equipment installation or procedure design basis matters which do not require prior NRC approval. This position also serves as the point of contact with other organizations on fire protection related matters. For issues which require prior approval, the NRC is considered the AHJ.

The direct reports for the Vice President, Nuclear Engineering are shown in Figure 3.

a) Director, Nuclear Plant Engineering This position is responsible for the management of NPG Plant Engineering department including significant oversight and involvement of the NPG fleet. Manages the NPG Plant Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG Plant Engineering programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to plant engineering.

b) Director, Programs Engineering This position is responsible for management of NPG Asset Management Programs (AMP) Engineering departments including significant oversight and involvement of the NPG fleet. Manages the NPG Programs Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG AMP programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to AMP engineering.

Manage the NPG Design Engineering department to ensure critical NPG equipment supports safe, reliable, and economic generation. Establishes and has chief accountability for the NPG Design Engineering programs. Provides authoritative decisions and recommendations on behalf of NPG regarding critical issues related to Design Engineering.

d) General Manager, Reactor Engineering and Fuels This position is responsible for the direction of Reactor Engineering and Fuels programs to support the safe operation of TVA nuclear facilities. Manages all aspects of nuclear fuel for TVAs Pressurized Water Reactor and Boiling Water Reactor nuclear power plants including procurement of uranium, enrichment, conversion, and fabrication of nuclear fuel assemblies; development of nuclear core designs and operational fuel related analyses; maintenance of plant safety analyses; direction of spent fuel storage and disposal and oversight of reactor engineering activities to support fuel utilization and reactor operation. As Nuclear Fuel Engineering authority, Nuclear Fuel Engineering programs, standards, and processes as well as fleet engineering programs to ensure that TVAs nuclear facilities are operated safely and reliably, and in compliance with technical specifications, regulatory commitments, industry standards, and within each facilitys licensing bases.

2. Vice President, Operations Support This position provides corporate governance of the various functional areas (maintenance, operations, radiation protection, chemistry, work control, organizational effectiveness, and procedures) for TVAs nuclear fleet in order to ensure consistency across sites. As well as providing governance to the Outage activities at the various sites to ensure optimal performance. Also oversees Performance Improvement for Nuclear.
3. Vice President, Nuclear Projects and Subsequent License Renewal This position strategically manages, directs, and integrates the diverse functions associated with the conceptualization and execution of all major projects for TVAs nuclear fleet. Provides leadership and direction for the development of strategic plans for fleet projects, including system wide initiatives, to maximize the efficiency and utilization of TVA Nuclear assets. Accountable for assurance that all services meet regulatory, environmental, safety, and training requirements, and that appropriate strategies are utilized to achieve maximum utilization of the assets.

B. Senior Vice President, Nuclear Operations This position reports directly to the CNO and provides oversight of the TVA Nuclear operating nuclear plants. The Senior Vice President Operations direct reports are the nuclear plant Site Vice Presidents for BFN, SQN, and WBN, and the Vice President, Outage Services. This position is responsible for managing and directing the

Topical Report TVA-NPOD89-A Revision 26 8 of 17 operations and applicable operations support activities at TVAs nuclear sites authorized to operate by the NRC in order to safely produce electrical power at a competitive rate.

1. Site Vice President (Typical for the operating nuclear plants)

Provide general management and oversight to all operations activities for the site including engineering, modifications, operations, maintenance, site support, operations and maintenance recovery support, and training, to ensure safe and efficient operation of the nuclear plant in compliance with TVA Nuclear policies and procedures, plant Technical Specifications, and Federal, State, and local regulations. The Site Vice Presidents direct reports and functional reporting relationships are provided in Figure 4 (for SQN and WBN) and Figure 4a (for BFN).

a) Director, Site Engineering This position is responsible for integrated management and execution of site projects to provide overall management of the engineering functions at the site, including both outage and on-line support. This responsibility specifically includes managing activities necessary for capital work in support of the operating unit(s), refueling outages, and to recover units from unplanned outages safely, within budget, on schedule, in accordance with Federal and State regulations and TVA policies and procedures, and in a manner to maintain technical integrity of TVA's facilities.

(1) Senior Manager, Systems Engineering Responsible for integrated management and execution of site projects to provide overall management of the engineering functions at the site, including both outage and on-line support. This responsibility specifically includes managing activities necessary for system health and capital work in support of the operating unit(s), refueling outages, and to recover units from unplanned outages safely, within budget, on schedule, in accordance with Federal and State regulations and TVA policies and procedures, and in a manner to maintain technical integrity of TVA's facilities.

(2) Senior Manager, Design Engineering Responsible for management of the activities of the Site Design organization to support the plants. Ensure managed activities are conducted in accordance with appropriate regulations and TVA policies and procedures, in a manner to maintain technical integrity of the plant, and to safeguard the health and safety of the general public, the environment, and TVA employees. Primary responsibility is to maintain the site design basis, plant configuration control, and allocate the design margins on safety-related systems. Authorizes design activities necessary to ensure plant design basis is maintained and ensures the program is managed in an effective and efficient manner. Budgets for and directs development, implementation and modification of design engineering activities at the site.

(3) Manager, Strategic Engineering (BFN Only)

This position is responsible for executing the strategic vision of the

Engineering Programs, Equipment Reliability and Performance Improvement Departments report to the Manager, Strategic Engineering. Additionally, will serve as the primary regulatory interface on behalf of the Engineering Director. Position will perform duties as assigned by director which could vary depending on the needs of the organization but will include high visibility, high impact, and technical responsibilities for the organization including strategic planning, staffing, business planning, and budgeting.

(4) Manager, NPG Design & Systems Engineering This position manages Engineering functions to ensure the reliable and efficient performance of assigned plant equipment and components, as required by TVA policy, plant Technical Specifications, and Federal, State, and local regulations.

b) Director, Training This position directs the planning, development, implementation, and evaluation of Training Programs to ensure sufficient qualified personnel to operate, maintain, and modify the nuclear power plant.

c) Director, Site Projects Manages the implementation for O&M, capital projects, site fiscal year and recovery budgets, implementation of plant modification activities in support of plant operations, and ensures that managed activities are conducted in accordance with applicable TVA, Federal, and State regulations and radiological protection requirements.

d) Director, Plant Support Monitors nuclear safety, organizational effectiveness, site security, licensing, industrial safety, and emergency preparedness activities to assure actions are within plant licensing and design basis and comply with applicable regulations. Responsible for assessing station performance, implementing the corrective action and operating experience programs, and promoting a performance improvement culture at the station. Responsible for site management services which includes records retention and procedure integration. Responsible for oversight of nuclear safety culture programs including the review of all personnel employment actions for Safety Conscious Work Environment impacts. Serves as regulatory and quality conscience for the site. Interfaces with internal and external stakeholders including NRC executives, State officials, INPO, and labor union leadership. Participates in peer teams for all respective functional areas to ensure fleet alignment and implementation of fleet initiatives. Direct reports include Security, Licensing, Emergency Preparedness, Performance Improvement, Business Operations Support, and Management Services.

Topical Report TVA-NPOD89-A Revision 26 10 of 17 e) Plant Manager This position is responsible for managing plant activities to ensure safe and efficient operation of the nuclear power plant in accordance with TVA Nuclear policies and procedures, plant Technical Specifications, and Federal, State and local regulations.

This positions direct reports and areas of administrative responsibilities are provided in Figure 5 (for SQN), Figure 5a (for BFN), and Figure 5b (for WBN).

(1) Assistant Plant Manager This position acts in a staff capacity and serves as a technical assistant to the Plant Manager. Responsible for advising Plant Manager on a wide variety of technical, programmatic, business, regulatory and operational issues/matters that affect or have the potential to affect NPG site operations. Performs special assignments of sensitive and critical nature and identifies opportunities for improved organizational effectiveness. Responsible for establishing and managing a consolidated approach to business and technical issues related to functions of Plant Manager.

(a) Senior Manager, Radiation Protection Manages the development and implementation of the site Radiation Protection programs, ensuring that all operations, maintenance, modifications, and engineering activities are conducted in a radiologically safe manner, protect plant systems and equipment, and protect the environment. Guides activities requiring technical assistance and project management in support of nuclear plant sites consistent with regulatory requirements and litigation minimization needs to ensure that nuclear power Radiation Protection activities are conducted in a manner that protects individuals and the agency.

(b) Senior Manager, Chemistry/Environmental Manages the development and implementation of the site chemistry and environmental programs, ensuring that all operations, maintenance, modifications, and engineering activities are conducted in a safe manner to protect plant systems and equipment and the environment. Ensures that Chemistry and Environmental activities are in accordance with all applicable TVA policies, programs, procedures, plant technical specifications, and Federal, State, and local regulations in a cost effective manner. Budgets for and directs development, implementation, and modification of chemistry and environmental related programs.

(2) Director, Work Management Manages and directs all aspects of scheduling work to be performed to ensure that daily and outage work activities are conducted in a timely and efficient manner in order to provide safe, reliable, and efficient generation to meet system needs. Responsible for ensuring that all scheduling programs are comprehensive and meet the requirements of all departments on site.

Provides all site management with comprehensive, long-range, short-range, and integrated schedules to ensure efficient, effective, oversight of all scheduling functions.

Topical Report TVA-NPOD89-A Revision 26 11 of 17 (3) Superintendent of Human Performance/ Industrial Safety (HU/IS) Program This position serves as the program owner and manager of the site Human Performance and Industrial Safety Program. The position provides site governance and oversight of human performance and safety program elements and serves as the site lead for the development and implementation of related initiatives.

(4) Director, Maintenance Provides overall management of the maintenance functions of a nuclear power plant, ensuring that managed activities are conducted in accordance with appropriate regulations and TVA policies, programs, and procedures; plant Technical Specifications; and Federal, State, and local regulations.

(a) Superintendent, Nuclear Maintenance Responsible to manage the activities of a Nuclear Maintenance business unit; which may include craft and management employees on rotating shift coverage. Provides long-range business unit planning that meets site financial objectives and technical requirements. Management of the Corrective, Preventive, and Outage Maintenance Programs for all plant electrical or mechanical, or instrumentation equipment to ensure that equipment functions properly and meets desired performance objectives.

(b) Assistant Maintenance Director (BFN and SQN only)

Responsible for serving as a technical assistant to the Maintenance Director.

Position will perform duties as assigned by manager, which could vary depending on the needs of the organization, but will include high visibility, high impact, technical, and specialized administrative activities for the organization.

(c) Manager, CMO Manages the component engineering functions to ensure the reliable and efficient performance of assigned plant equipment and components, as required by TVA policy, plant Technical Specifications, and Federal, state, and local regulations. At BFN, the CMO Manager reports to the Assistant Maintenance Director.

(5) Director, Plant Operations Directs the Plant Operations, Fire Protection, and Work Control functions of a nuclear plant in order to provide reliable and efficient generation to meet needs and operations safety requirements; provide for sufficient qualified and licensed personnel to satisfy regulatory requirements; and design and implement process improvements to increase efficiency, effectiveness, and productivity while minimizing associated costs to improve competitiveness.

(b) Superintendent, Operations Work Management & Support Key leadership position for the site for operational online and outage support activities, ensuring safe reliable and efficient operation of the plant in accordance with all applicable TVA policies, programs, and procedures; plant technical specifications; Federal, State and local regulations.

2. Vice President, Outage Services This position is responsible for planning and execution of nuclear refueling outages, spent fuel storage, contract outage labor, nuclear coordination with Regional Maintenance Organization and Labor Forecast Center, nuclear alliance contracts, and effective trades and labor relationships.

C. General Manager, Quality Assurance Provides governance and oversight for Nuclear Quality Assurance program. Provides leadership and regulatory expertise to Nuclear Power internal audit program, vendor audit program, and quality control program, to ensure compliance with regulatory and programmatic requirements while pursuing continuous process improvement. Reports directly to the CNO.

D. Senior Manager, Employee Concerns Program The Senior Manager, Employee Concerns Program is responsible for the implementation and strategic management of Nuclear Employee Concerns which provides an alternate avenue for employees and contractors to resolve concerns which could affect the safe and reliable operations of TVAs Nuclear assets. Directs the review of concerns generated in Nuclear Power to determine their significance and interacts with all levels of nuclear leadership, as appropriate, to ensure they are effectively resolved. Serves as the liaison between Office of the General Counsel, Office of the Inspector General, NRC, and TVA Nuclear Executives with regards to nuclear concerns resolution.
