In Reference (1 ), Vermont Yankee (VY) submitted a proposed change to the Technical Specifications requesting approval to remove the Toxic Gas Monitoring System. In Reference (2), the NRC granted approval and issued Amendment No. 132 to VY's Operating License. As a condition for granting the amendment, the NRC required VY to submit a report every three years, starting in 1994, providing the annual frequency of railroad shipments of bulk chlorine within 5 miles of the plant site in order to verify that the probability of loss of control room habitability meets the acceptance criteria of section 2.2.3 of the NRC Standard Review Plan (NUREG-0800, July 1981 ).
The concern with loss of control room habitability associated with toxic gas intrusion (e.g.,
chlorine) is possible core damage while the plant is operating. Since VY is permanently shut down and defueled (Reference 3), the reporting provision in License Amendment No. 132 is no longer applicable or required.
