1) Letter, Entergy to USNRC, "Update to Information Related to 10 CFR 50.63 Licensing Basis," dated September 26, 2006, BVY 06-087 Dear Sir or Madam; In Reference 1), Entergy Nuclear Operations, Inc. (Entergy) updated the licensing basis for 10 CFR 50.63 "Loss of all alternating current power." Reference 1) described a service agreement for network integration transmission service between New England Power and Green Mountain Power Corp. as providing reasonable assurance that the tie line between the Vernon Hydro Station and Vermont Yankee Nuclear Power Station would be available. This service agreement is due to expire at the end of 2012. Entergy recently signed a nuclear plant interface requirements (NPIR) agreement with National Grid (formerly New England Power), identifying the mutually agreed requirements that must be met to ensure compliance with reliability standards. These requirements include reliance on the Vernon tie (designated as the 13.2 kV feeder 133L2) to provide 3 MW of power. The responsibilities under this NPIR agreement include coordination of planned transmission and generation outages that may make feed 133L2 unable to provide up to 3 MW of power. This NPIR agreement between Entergy and National Grid eliminates the need for the expiring service agreement.

There are no regulatory commitments being made in this submittal.
