Dear Sir or Madam:
Pursuant to the requirements of 10 CFR 72.212(b)(5) and 10 CFR 73.55(c)(5), Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (CNP), has reviewed Order EA-1 1-039 (Order) which modifies the general license issued to I&M under 10 CFR 72.210 for the operation of the Independent Spent Fuel Storage Installation (ISFSI) at CNP. In accordance with Section II1.C.1 and Section IV of the Order, this letter is being submitted to notify the Nuclear Regulatory Commission (NRC) that I&M consents to the requirements in the Order, Attachments 1 and 2. I&M will demonstrate the ability to comply with the requirements described in Attachments 1 and 2 of the Order by March 1, 2012. I&M will implement these requirements before placing fuel in the ISFSI.
In accordance with Section II1.C.2 of the Order, I&M will report to the NRC in writing when full compliance with the Order, Attachments 1 and 2 is achieved.
In response to Order Enclosure 1, Attachment 2, Section A:3, I&M will utilize the current reactor access authorization programfor CNP to comply with -the additional security measures.
Pursuant to the requirements of 10,.CFR 2.202, this letter also serves to notify the Secretary, Office Of the Secretary Of the Commission, of our:cbnsent to the% Order in accordance with Section IV of the Order.
