GW1810102 In a letter dated May 21, 2010, Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (CNP) Unit 2, submitted a spill notification for Groundwater Permit GW1810102 to the Michigan Department of Natural Resources and Environment (MDNRE). On May 14, 2010, at 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br />, CNP determined that an observed sheen on the absorption pond (Outfall OOD) was reportable to the MDNRE. Approximately 2 gallons of diesel fuel oil had been released to the pond.

The source of the fuel oil is believed to be from a manual pump-out of the Unit 2 CD Emergency Diesel Generator pit sump that was done due to the failure of the installed sump pump.

In accordance with Section 3.2 of Part II of Appendix B of the Environmental Technical Specifications for CNP, a copy of the notification is included as an attachment to this letter.

This letter contains no new commitments.

Dear Mr. Danneffel:

This notification is made pursuant to Donald C. Cook Nuclear Plant's (CNP) Groundwater Permit GW1810102, Part 11, Section 12, Spill Notification.

On May 14, 2010, at 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br />, CNP determined that an observed sheen on the absorption pond (Outfall OOD) was reportable. Approximately 2 gallons of diesel fuel oil had been released to the pond.

Notification to the Local Emergency Planning Committee (LEPC) was completed on May 14, 2010, at 1036 hours0.012 days <br />0.288 hours <br />0.00171 weeks <br />3.94198e-4 months <br />, and the Pollution Emergency Alert System was notified of the condition at 1040 hours0.012 days <br />0.289 hours <br />0.00172 weeks <br />3.9572e-4 months <br />. The source of the fuel oil is believed to be from a manual pump-out of the Unit 2 CD Emergency Diesel Generator pit sump that was done due to the failure of the installed,-,..

The oil in the absorption pond was recovered using absorbent materials.

Most of the oil was.

absorbed by the preventive measures installed as a result of the September 2008 turbine failure.

The absorbent material was also properly disposed. No oil was discharged to Lake Michigan. This spill does not pose a threat to the environment, public health, or safety. The on-site absorption pond was cleaned of the spilled oil by May 17, 2010. This material has a definite diesel odor, but does not exhibit the normal sheening characteristic found in fuel oil spills. If any further cleanup operations are needed, absorbent material will be used. Repair of the Unit 2 CD Emergency Diesel Generator pit sump pump is scheduled for completion in the fall of 2010.
