Emergency Preparedness Exercise In Reference (1), Northeast Nuclear Energy Company (NNECO) informed the NRC Staff that information regarding the extent of involvement of the various exercise participants to meet the exercise objectives submitted in Reference (2) would be submitted as part of the Exercise Controllers' Manual. Therefore, we hereby submit ten (10) copies of the final Exercisc Controllers' Manual for the March 19, 1982 l
emergency preparedness exercise at the Millstone Nuclear Power Station.
In Reference (3), the NRC Staff indicated that "the content of the I
exercise scenarios should be handled on a "need-to-know" basis, such that individuals who may be exercise " players" do not have access to the scenario to be used."
Therefore, only a limited distribution of the attached Exercise Controllers' Manual, which includes the detailed exercise scenario, is planned within the Millstone Nuclear Power Station and corporate organizations. Likewise, we recommend that you consider making a limited distribution of the attachment within the NRC organization and also withholding the attachment from the Public Document Room until completion of the March 19, 1982 exercise.
