Facility: Trojan Nuclear ?flant, PO Box 439, Rainier, Oregon 97048 4.

Identification of Occurrence:

Containment Isolation Valve M0-5672, Containment Atmosphere Sample Return -(inside Containment) exceeded STS Table 3.6-1 allowable closure time of 10 seconds.

Conditions Prior to Occurrence:

The plant was in Mode 1 at 100% power, steady-state operation.

Description of Occurrence:

During performance of the quarterly Inservice Testing (IST) ot Containment Isolction Valves (P0T-3-3), M0-5672 cycled closed in 10.8 seconds. The allowable closure time for this valve, per STS Table 3.6-1, is 10 seconds.

Designation of Apparent Cause of Occurrence:

The exact cause of this occurrence is not known at this time; it is assumed to be due' to binding between valve stem and packing.

ALARA guidelines restrict access to this valve for inspection during plant operation.

8.

Significance of Occurrence:

Since MO-5672 shut in just slightly over 10 seconds, and since the corresponding three outside Containment Isolation Valves for this penetration were all operable at the time, there was no safety significance to this occurrence ' and no threat to the heal th and safety of the public resulted.

9.

Corrective Action

M0-5672 was immediately retested and cycled closed in 8 seconds.

The valve was declared operable. The valve will be inspected during the next scheduled refueling outage.
