In accordance with Technical Specifications for Pancho Seco Nuclear i

Generating Station, Section 6.9.4.2.b and Regulatory. Guide 1.16,-

l Revision 4, Section C.2.b(2), the Sacramento Municipal Utility District is hereby submitting a thirty-day report of Peportable Occurrence'81-50.

On September' 30,.1981', while performing SP' 205.07C, ' Isolation valve Surveillance Test, SFV-46204 failed 'to stroke closed. Upon inspection,-

water and rust was found in.the ASCO 8302C-29-RG solenoid valve.

This i

had caused the solenoid to fail to provide air to stroke the valve.

This valve

, located at a low point.in'the. Instrument Air System.

4 As an immediate corrective action, the so'inoid was cleaned and was

found to satisfactorily stroke the valve within the 18-second limit.

Actual values were six-seconds to close, 12 seconds to open.

Additicnal_ action?is'being undertaken to insure that water-does not accumulate at low points <in the' Auxiliary building as follows:

A de'w point.senser has been installed in the instrument. air line after the instrument ~ ai r dryer. The sensor is temporarily wi red now, with operations personnel conducting a shiftly surveillance on the indicator. This sensor will be permanently wired within ninety days and an alarm will be annunciated in the control room.

The.surveillances will continue until this is completed.

The l&C department. preventative maintenance program will include a provision for blowing down the Instrument Air in the Auxiliary Building every two weeks for the next six months. The results of this effort will be reviewed periodically and at the end of six months to determine the necessity of continuing to blow down, or if other measures are required to remove moisture buildup. This valve is located In'the cooling coil decay heat return line; reference drawing M-543 There were no plant transients or power reductions associated with this item, nor will the current plant outage be extended by it.
