125V DC Distribution System - 2Cl Battery Charger - Inoperable.

This report was initiated by Incident Report 81-277.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 50% - Unit Load 460 MWe DESCRIPTION OF OCCURRENCE:

At approximately 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />, July 24, 1981, the control operator noticed No. 2Cl battery charger had tripped.

Upon resetting the breaker, it tripped again.

No.2C2 battery charger was put in service.

No. 2Cl battery charger was declared inoperable and action statement 3.8.2.3.c was entered at 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />, July 24, 1981.

This occurrence constituted operation in a degraded mode in accord-ance with technical specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of the first trip is unknown.

The battery charger was inspected and no problem was found.

The subsequent trips were caused by personnel error.

The battery voltage was several volts lower than the battery charger voltage setting.

That caused an immediate over-current situation, tripping the battery charaer breaker.

ANALYSIS OF OCCURRENCE:

Technical specification 3.8.2.3.c requires:

LER 81-73/03L CORRECTIVE ACTION:

The battery charger voltage was reduced to match the battery voltage, and stepped up during the charge until full voltage was attained.

Personnel involved were instructed as to the problem.
