Boric Acid Storage Tank - Low Level.

This report was initiated by Incident Report 81-241.

CANDITIONS PRIOR TO OCCURRENCE:

Mode 3 - Rx Power 0% - Unit Load 0 MWe DESCIPTION 00 OCCURRENCE:

On July 9, 1981, during unit cooldown to cold shutdown for maintenance, the boric acid storage tank level decreased to less than the minimum level reclired by technical specification 3.1.2.6 due to primary system makeup to compensate for changes in Reactor Coolant System (RCS) specific volume.

At 1418 hours0.0164 days <br />0.394 hours <br />0.00234 weeks <br />5.39549e-4 months <br />, July 9, 1981, the boric acid storage tank was declared inoperable and action statement 3.1.2.6.a was entered.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Prior co the start of the cooldown, boric acid batching was initiated.

However, batching efforts were unable to maintain the boric acid storage tank levels above the minimum requirements due to the constant demand for makeup to the RCS to compensate for the specific volume change as the unit cooldown progressed.

ANALYSIS OF OCCURRENCE:

Technical specification 3.1.2.6.a requires:

With the Bor'c Acid Storage System inoperable, restore the Storage System to operable status within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in hot standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.

CORRECTIVE ACTION

The unit cooldown rate was decreased to reduce the RCS makeup require-monts and the demand for boric acid.

Boric acid batching was continued until the boric acid storage tank level was restored to specification limits.

At 1511 hours0.0175 days <br />0.42 hours <br />0.0025 weeks <br />5.749355e-4 months <br />, July 9, 1981, the level was restored and action statement 3.1.2.6.a was terminated.
