Quadrant P6wer Tilt Ratio Greater Thari 1.02.

CONDITIONS PRIOR TO OCCURRENCE:

Operational Mode 1, Reactor Power 50%,. Increasing Power at 5%/hour.

DESCRIPTION OF OCCURRENCE:.

At 1115 hours0.0129 days <br />0.31 hours <br />0.00184 weeks <br />4.242575e-4 months <br /> during a power escalation to 100% following a 50% load reduction, Quadrant Power Tilt Ratio was determined to be 1.027.

This being greater than the 1.02 allowed by Technical Specification 3.2.4 required the implementation of Action Statement "a".

Power escalation continued and the QPT ratio* was recalculated at 1205 hours0.0139 days <br />0.335 hours <br />0.00199 weeks <br />4.585025e-4 months <br />.

Quadrant Power Tilt Ratio had decreased to 1.018.

Action.Statement "a" for LCO 3.2.4 was terminated.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of this occurrence was the power escalation at 5%/hour following a large load reduction.

This type of occurrence is con-sidered normal during power escalations a~d no further action is planned.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.2.4 states that with the Quadrant Power Tilt Ratio determined to exceed 1.02 but less than or equal to 1.09, within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />, either reduce the QPT ratio to within its limits, or reduce thermal power at least 3% from rated thermal power for each.

1% of indicated Quadr~nt P6wer Tilt Ratio in excess of 1.0 and similarly reduce the power range neutron flux high setpoints within the next 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

Identify and correct the cause of the out of limit condition prior to increasing thermal power.

Subsequent power operation above 50%

of rated thermal power may proceed provided that the Quadrant Power Tilt Ratio is verified to be within its limits at least once per hour f6r 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> or until verified acceptable at 95% or gr~ater rated thermal power.

The QPT ratio was recalculated and shown -to be within its limit within one hour.

LER 78-41/03L 'CORRECTIVE ACTION:

This type of occurrence is considered normal during power escalations.

It has been demonstrated that a rate of 5% per hour can produce a QPT ratio of greater than 1.02.
