Salem Generating Station, Unit 1 Public Service Electric & Gas Company Hancocks Bridge, New Jersey 08038 IDENTIFICATION OF OCCURRENCE:

No. 2 Fire Pump - Inoperable.

This report was initiated by Incident Report 82-066.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 5 - Rx Power 0% - Unit Load 0 MWe.

DESCRIPTION OF OCCURRENCE:

On March 29, 1982 while performing Surveillance Procedure SP (O) 4. 7.10.1. 2. a, it was discovered that No. 2 Fire Pump would not start in the automatic mode.

No. 2 Fire Pump was declared inoperable at 1220 hours0.0141 days <br />0.339 hours <br />0.00202 weeks <br />4.6421e-4 months <br />, and Action Statement 3.7.10.1 was entered.

No. 1 Fire Pump was satisfactorily tested, and therefore was operable in the event of a fire during the previous surveillance interval.

This occurrence constituted operation in a degrafe

'de in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The voltage regulator and starter motor on No. 2 Fire Pump diesel engine had failed, preventing the engine from starting.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.7.10.1 requires:

i With one pump inoperable, restore the inoperable pump to operable status within 7 days, or submit a Special Report to the Commission pursuant to Specification 6.9.2 within the next 30 days, outlining the plans to be used to provide for the loss of redundancy in this system.

CORRECTIVE ACTION

The voltage regulator and starter were replaced, and the pump was satisfactorily tested.
