Dear Sir:

This report is submitted in accordance with the requirements of Section 5.6.3b of the San Onofre Nuclear Generating Station provisional Operating License No. DPR-13, Apppendix B, (Environmental Technical Specifications).

The report describes an occurrence involving the Radiological Environmental Monitoring Program.

Two successive weekly air samples were determined to be invalid.

A review of the July 1981, laboratory report on environmental sampling, (received in mid-November 1981), revealed that two consecutive weekly air samples from the Huntington Beach control station were significantly belo',

expected background levels of gross beta activity.

These results were attributed to improper positioning of the filter within the sampic collection device which allowed a fraction of the sample air to bypass the filter. These two samples, collected July 20 and July 27, 1981, are therefore considered to be invalid.

The invalid background samples do not pose significant problem in the assessment of the tyoe and quantity of radionuclides in the environment. Air samples collected from Huntington Beach before and after this incident provide a satisfactory data base for comparison with air samples collected at San Onofre.

.. The improper positioning of the air filters was due to coor technique on the part of personnel assigned to perform the filter change.

This task was the responsibility of Huntington Beach Generating Station personnel at the time of the incident, however, on August 17, 1981, San Onofre personnel assumed full responsibility for collection of air samples from the Huntington Beach Generating Station.

This was done to assure that proper b chnique and procedures are followed. No further incidents involving invalid air samples have been observed.
